AN ACT
Amending the act of April 9, 1929 (P.L.177, No.175), entitled
"An act providing for and reorganizing the conduct of the
executive and administrative work of the Commonwealth by the
Executive Department thereof and the administrative
departments, boards, commissions, and officers thereof,
including the boards of trustees of State Normal Schools, or
Teachers Colleges; abolishing, creating, reorganizing or
authorizing the reorganization of certain administrative
departments, boards, and commissions; defining the powers and
duties of the Governor and other executive and administrative
officers, and of the several administrative departments,
boards, commissions, and officers; fixing the salaries of the
Governor, Lieutenant Governor, and certain other executive
and administrative officers; providing for the appointment of
certain administrative officers, and of all deputies and
other assistants and employes in certain departments, boards,
and commissions; providing for judicial administration; and
prescribing the manner in which the number and compensation
of the deputies and all other assistants and employes of
certain departments, boards and commissions shall be
determined," providing for emergency COVID-19 provisions.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of April 9, 1929 (P.L.177, No.175), known
as The Administrative Code of 1929, is amended by adding an
article to read:

EMERGENCY COVID-19 PROVISIONS
Section 101-A. Extension of waiver provisions.
The Secretary of Community and Economic Development shall
immediately issue a waiver to the Governor's 20200319 TWW COVID-
19 Business Closure Order for all golf course activities that
comply with section 102-A and can adhere to the social
distancing practices and other mitigation measures defined by
the Centers for Disease Control and Prevention to protect
workers and to mitigate the spread of the COVID-19 virus.
Section 102-A. Golf course activities.
In order for golf course activities to qualify for the waiver
under section 101-A, they must meet the following
qualifications:
(1) The golf course must not permit nongolfers on the
course and only essential employees may be permitted on the
premises.
(2) Players must either walk or be restricted to one
golfer per power cart.
(3) All food and beverage sales must occur in accordance
with all food safety standards applicable under law.
(4) Retail stores and pro shops must not be open and in-
person retail sales must not be permitted except as
authorized by the Governor.
(5) Flagsticks must be removed or the cups outfitted
with liners in such a manner as to avoid additional touch
points.
(6) Bunker rakes and other on-course furniture,
including benches, ball washers and water coolers, must be
removed.
(7) There may be no common-use distribution of items,

including tees, scorecards, pencils and ball markers.
(8) Signage must be installed to encourage no group
congregation and to facilitate communication and check-in
policies from outside of the facility. Posted signage must
encourage compliance with applicable regulations of the
Centers for Disease Control and Prevention, including no hand
shaking and frequent hand washing.
(9) Push carts may be permitted only if brought to the
course by the golfer and the golf course is not permitted to
provide push carts.
(10) All golfers must use their own golf clubs. The
sharing of golf clubs must not be permitted and the course
may not rent them.
(11) Restrooms must be frequently cleaned and
appropriately sanitized throughout the day in accordance with
applicable health requirements.
(12) Staff must wear protective gloves and face masks in
accordance with applicable health requirements.
(13) Staff must monitor parking lots to ensure golfers
do not congregate and tailgating does not occur.
(14) The golf course must educate staff on the Centers
for Disease Control and Prevention requirements and proper
hygiene and sanitation regulations and promptly update the
staff on changes to the requirements and regulations.
(15) Golf bags must remain in the golfer's possession at
all times. No staff member may handle bags at any time.
Section 2. This act shall take effect immediately.
