AN ACT
Amending the act of December 4, 1996 (P.L.911, No.147), entitled
"An act providing for registration requirements for
telemarketers and for powers and duties of the Office of
Attorney General," further providing for the offense of
violations.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 6 of the act of December 4, 1996
(P.L.911, No.147), known as the Telemarketer Registration Act,
is amended by adding a subsection to read:
Section 6. Violations.

(d) Robocalls during COVID-19 disaster emergency.--
(1) A violation of any provision of this act relating to
robocalls shall be subject to a civil penalty of two times
the allowable civil penalty authorized under subsection (a).
(2) This subsection shall expire the earlier of July 1,
2020, or the termination or expiration of the proclamation of
disaster emergency issued by the Governor on March 6, 2020,

published at 50 Pa.B. 1644 (March 21, 2020), and any renewal
of the state of disaster emergency.
Section 2. This act shall take effect immediately.
