A SUPPLEMENT
To the act of June 28, 2019 (P.L. , No. 1A), entitled "An act
to provide appropriations from the General Fund for the
expenses of the Executive, Legislative and Judicial
Departments of the Commonwealth, the public debt and the
public schools for the fiscal year July 1, 2019, to June 30,
2020, and for the payment of bills incurred and remaining
unpaid at the close of the fiscal year ending June 30, 2019;
to provide appropriations from special funds and accounts to
the Executive and Judicial Departments for the fiscal year
July 1, 2019, to June 30, 2020, and for the payment of bills
remaining unpaid at the close of the fiscal year ending June
30, 2019; to provide for the appropriation of Federal funds
to the Executive and Judicial Departments for the fiscal year
July 1, 2019, to June 30, 2020, and for the payment of bills
remaining unpaid at the close of the fiscal year ending June
30, 2019; and to provide for the additional appropriation of
Federal and State funds to the Executive and Judicial
Departments for the fiscal year July 1, 2018, to June 30,
2019, and for the payment of bills incurred and remaining
unpaid at the close of the fiscal year ending June 30, 2018,"
adding Federal appropriations to the Executive Department of
the Commonwealth for the fiscal year July 1, 2019, to June
30, 2020.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
PART I
GENERAL PROVISIONS
Section 101. Short title.
This act shall be known and may be cited as the COVID-19

Emergency Supplement to the General Appropriation Act of 2019.
Section 102. Definitions.
The definitions in the act of June 28, 2019 (P.L. ,
No.1A), known as the General Appropriation Act of 2019, shall
apply to this act.
Section 103. Abbreviations.
(a) General rule.--The abbreviations in the act of June 28,
2019 (P.L. , No.1A), known as the General Appropriation Act
of 2019, shall apply to this act.
(b) Special abbreviation.--The following abbreviation when
used in this act shall have the meaning given to it in this
section unless the context clearly indicates otherwise:
"COVID" or "COVID-19." Coronavirus disease 2019, also
referred to as 2019-nCoV acute respiratory disease.
Section 104. State appropriations.
(a) General fund.--The following sums specified in this act,
or as much thereof as may be necessary, are specifically
appropriated from the General Fund to the named agencies of the
Executive Department of the Commonwealth specified in this act
for the payment of salaries, wages or other compenstion and
travel expenses of the duly elected or appointed officers and
employees of the Commonwealth, for the payment of fees for
contractual services rendered, for the purchase or rental of
goods and services, printing, public advertising by or through
any medium, equipment, land and buildings and for payment of any
other expenses, as provided by law or by this act, necessary for
the proper conduct of the duties, functions and activities and
for the purposes specified in this act for current fiscal year,
and for the payment of bills incurred and remaining unpaid at
the close of the prior fiscal year.

PART II
ADDITIONS TO GENERAL FUND AND
FEDERAL APPROPRIATIONS FOR CURRENT FISCAL YEAR
SUBPART A
GENERAL PROVISIONS
Section 201. Construction with the General Appropriation Act of
2019.
All appropriations contained in this part from the General
Fund shall be in addition to any appropriation under the act of
June 28, 2019 (P.L. , No.1A), known as the General
Appropriation Act of 2019.
SUBPART B
EXECUTIVE DEPARTMENT
Section 211. Department of Aging.
The following amounts are
appropriated from the General
Fund to the Department of Aging
for the current fiscal year: Federal State
The following Federal
amounts are appropriated to
supplement the sum appropriated
for aging services:
(1) "COVID - Programs for
the Aging - Title III."

PART III
MISCELLANEOUS PROVISIONS
Section 301. Applicability.
(a) General rule.--Except as otherwise provided in
subsection (b), the provisions of the act of June 28, 2019 (P.L.
, No.1A), known as the General Appropriation Act of 2019, shall
apply to this act.
(b) Retroactivity.--This act shall be retroactive to July 1,
2019.
Section 302. Effective date.
This act shall take effect immediately.
