A RESOLUTION
Recognizing October 11, 2020, as "National Coming Out Day" in
Pennsylvania.
WHEREAS, "National Coming Out Day" was chosen as the same
date of the Second National March on Washington for Lesbian and
Gay Rights; and
WHEREAS, The Second National March on Washington for Lesbian
and Gay Rights occurred October 11, 1987, with more than half a
million protestors; and
WHEREAS, The purpose of "National Coming Out Day" is to raise
awareness of the lesbian, gay, bisexual and transgender (LGBT)
community and its civil rights movement; and
WHEREAS, The originators of "National Coming Out Day," Rob
Eichberg and Jean O'Leary, were prominent advocates of equal
rights and LGBT organizations; and
WHEREAS, "National Coming Out Day" creates a safe environment
where those who identify as LGBT may live as openly and honestly
as possible; and

WHEREAS, A study conducted by the Gay & Lesbian Alliance
Against Defamation concludes that 20% of millennials identify as
LGBT; and
WHEREAS, A "National Coming Out Day" report concludes that
approximately 42% of LGBT youths say they live in communities
that are not accepting of LGBT people; and
WHEREAS, According to the Human Rights Campaign, the three
stages of coming out are opening up to oneself, coming out and
living openly; and
WHEREAS, The American Psychological Association concludes
that positive feelings about one's sexual orientation can help
promote a greater sense of well-being and mental health; and
WHEREAS, In 2018, the Pennsylvania Human Relations Commission
declared that it would accept claims of discrimination on the
basis of sexual orientation and gender identity, allowing LGBT
individuals with a fear of coming out to feel safe and protected
in their identity; therefore be it
RESOLVED, That the House of Representatives recognize October
11, 2020, as "National Coming Out Day" in Pennsylvania.
