A RESOLUTION
Urging the Congress of the United States to fully fund the
United States Postal Service.
WHEREAS, Article I, Section VIII of the Constitution of the
United States grants the Congress of the United States the power
to establish post offices and post roads; and
WHEREAS, Even before the enactment of the Constitution of the
United States, the Founding Fathers of the United States
understood the importance of delivering mail and appointed
Benjamin Franklin the first postmaster general in 1775; and
WHEREAS, On February 20, 1792, President George Washington
signed the Postal Service Act to establish the United States
Post Office as a cabinet department led by the postmaster
general; and
WHEREAS, The United States Postal Service was established
under 39 U.S.C. ยง 101(a), which states, "The United States
Postal Service shall be operated as a basic and fundamental

service provided to the people by the Government of the United
States, authorized by the Constitution, created by Act of
Congress, and supported by the people"; and
WHEREAS, In 2019, the United States Postal Service employed
more than 630,000 Americans; and
WHEREAS, The United States Postal Service employs more than
97,000 military veterans, making it one of the largest employers
of veterans in the country; and
WHEREAS, The United States Postal Service processes and
delivers 48% of the world's mail; and
WHEREAS, In 2019 alone, the total mail volume was 142.6
billion and the total package volume was 6.2 billion; and
WHEREAS, More than 200 Federal laws protect the United States
mail system, making the use of the United States Postal Service
safe and secure; and
WHEREAS, The United States Postal Service recorded $12.7
billion in retail revenue and $301 million in online sales in
2019; and
WHEREAS, The United States Postal Service receives zero tax
dollars for operating expenses, instead, relying on the sale of
postage, products and services to fund its mission; and
WHEREAS, The United States Postal Service is a lifeline for
millions of Americans, delivering Social Security checks,
prescription medicines and groceries, as well as letters, legal
documents and ballots; and
WHEREAS, In a recent survey, the Pew Research Center found
that 91% of respondents had a favorable view of the United
States Postal Service; and
WHEREAS, The United States Postal Service is an essential
service to the American people and not a for-profit business;

therefore be it
RESOLVED, That the House of Representatives urge the Congress
of the United States to fully fund the United States Postal
Service so it can continue to provide essential services to
millions of Americans; and be it further
RESOLVED, That a copy of this resolution be transmitted to
each member of the Pennsylvania Congressional Delegation.
