increased fees on them; and
WHEREAS, Residents and businesses throughout this
Commonwealth are facing unprecedented challenges because of the
COVID-19 crisis; and
WHEREAS, Federal, State and local governments must take
action to relieve economic burdens on individuals and businesses
who are struggling during these trying times to facilitate our
country's economic recovery and ensure that our citizens can
keep as much of their money as possible for essential needs;
therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Congress of the United
States, the President of the United States and the Environmental
Protection Agency to delay the requirements of the MS4 storm
water management program for a period of two years in response
to the COVID-19 crisis; and be it further
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Congress of the United
States to enact legislation delaying mandated compliance
deadlines for states and municipalities of the MS4 storm water
management program for a period of two years to facilitate
economic recovery from the COVID-19 crisis; and be it further
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the President of the United
States and the Administrator of the Environmental Protection
Agency to extend compliance deadlines for states and
municipalities of the MS4 storm water management program for a
period of two years to facilitate economic recovery from the
COVID-19 crisis; and be it further
RESOLVED, That a copy of this resolution be transmitted to
