A RESOLUTION
Recognizing the month of March 2020 as "Bleeding Disorders
Awareness Month" in Pennsylvania.
WHEREAS, The Centers for Disease Control and Prevention's
National Center on Birth Defects and Developmental Disabilities
and the Division of Blood Disorders have joined together in
support of the annual "Bleeding Disorders Awareness Month"; and
WHEREAS, "Bleeding Disorders Awareness Month" was established
in part with the National Hemophilia Foundation and its 52
affiliated chapter organizations to raise awareness of bleeding
disorders and the importance of conducting research, educational
outreach and providing advocacy initiatives; and
WHEREAS, More than 3 million individuals in the United States
are diagnosed with a bleeding disorder; and
WHEREAS, The National Hemophilia Foundation has worked to
advance research on hemophilia and other related bleeding
disorders for 71 years, providing funding for research
fellowships and grants that have been vital to the advancement

of medical knowledge and care for individuals suffering from
bleeding disorders; and
WHEREAS, In 2016, the United States Department of Health and
Human Services officially designated the month of March as
"Bleeding Disorders Awareness Month," at which time it was
officially added to the department's National Health Observances
Calendar; and
WHEREAS, This designation builds upon the actions of
President Ronald Reagan who first designated the month of March
as "Hemophilia Awareness Month" in 1986; and
WHEREAS, February 26 through 28, 2020, the National
Hemophilia Foundation is hosting its annual Washington Days
advocacy event on Capitol Hill in Washington, DC, during which
time advocates from 50 states are meeting with United States
congressional legislators and staff; and
WHEREAS, In 2016, as part of the "Bleeding Disorders
Awareness Month" initiative, the National Hemophilia Foundation
adopted the red tie as the official symbol of bleeding
disorders, signifying the blood ties that bind the nearly 3
million individuals who are currently diagnosed with a bleeding
disorder in the United States; and
WHEREAS, On March 1, 2020, the National Hemophilia Foundation
and its national charter organizations are launching the annual
"Red Tie Campaign"; and
WHEREAS, The "Red Tie Campaign" is a national effort to raise
funds and promote awareness during which participants are
encouraged to make a donation at redtiecampaign.org, wear a red
tie, record and share their best red tie styles on the Internet
and challenge their friends to do the same and join the fight
against bleeding disorders; and

WHEREAS, Hemophilia, von Willebrand disease and other rare
factor deficiencies prevent an individual's blood from clotting
normally and pose a serious health risk which can be fatal if
not treated effectively; therefore be it
RESOLVED, That the House of Representatives recognize the
month of March 2020 as "Bleeding Disorders Awareness Month" in
Pennsylvania; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the Eastern Pennsylvania Chapter and the Western Pennsylvania
Chapter of the National Hemophilia Foundation.
