A RESOLUTION
Urging Governor Wolf to send members of the Pennsylvania
National Guard to assist in the effort to address the
national security and humanitarian crisis at the United
States-Mexico border.
WHEREAS, On December 1, 2019, Mexican drug cartels engaged in
a violent attack on Mexican government facilities within miles
of the United States-Mexico border; and
WHEREAS, Mexico's struggle to contain the drug cartels within
its borders was recently evidenced by the Mexican government's
release of 20 drug cartel members, including a son of the
infamous drug lord "El Chapo"; and
WHEREAS, The release of the drug cartel members was
facilitated by a paramilitary assault that overwhelmed Mexican
government authorities; and
WHEREAS, The failure of Mexico to contain the Mexican drug
cartels has resulted in American citizens becoming the victims
of the drug cartels; and
WHEREAS, On November 4, 2019, Mexican drug cartels killed

nine American citizens; and
WHEREAS, The victims included six children and their mothers;
and
WHEREAS, Attacks on American citizens by Mexican drug cartels
happen every year on American soil; and
WHEREAS, These attacks have resulted in the deaths of
hundreds of Americans over the past decade; and
WHEREAS, Mexican drug cartels are not only directly
responsible for the death of Americans, but indirectly
responsible for the death of Americans by flooding our
communities with illegal narcotics, including heroin; and
WHEREAS, Mexican drug cartels commit crimes against humanity,
including trafficking humans across the United States-Mexico
border to be sold into labor or sexual servitude; and
WHEREAS, As a result of the continued attacks by the Mexican
drug cartels against American citizens and American sovereignty,
President Trump labeled Mexican drug cartels as foreign
terrorist organizations; and
WHEREAS, However, the threat to American citizens is not
limited to Mexican drug cartels; and
WHEREAS, MS-13 is a violent international criminal
organization that originated from Central America; and
WHEREAS, MS-13 has attacked, tortured and killed American
citizens on American soil; and
WHEREAS, These attacks occur across the United States,
including the southwest of the United States along the United
States-Mexico border, Maryland and Virginia; and
WHEREAS, Like the Mexican drug cartels, MS-13 and other
international criminal organizations from Central America
smuggle drugs and guns and engage in human trafficking; and

WHEREAS, The violence caused by Mexican drug cartels, MS-13
and international criminal organizations from Central America
has resulted in a mass migration of refugees seeking to flee to
the United States; and
WHEREAS, This mass migration has created a humanitarian
crisis and exacerbated the national security crisis on the
United States-Mexico border; and
WHEREAS, The deployment of members of the Pennsylvania
National Guard to the United States-Mexico border will help
protect American citizens on American soil from Mexican drug
cartels, MS-13 and international criminal organizations from
Central America; and
WHEREAS, The deployment of members of the Pennsylvania
National Guard to the United States-Mexico border will reduce
the flow of illegal narcotics across the United States-Mexico
border; and
WHEREAS, The deployment of members of the Pennsylvania
National Guard to the United States-Mexico border will free up
Federal and state resources to address the mass migration of
refugees from Mexico; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge Governor Wolf to send members
of the Pennsylvania National Guard to assist in the effort to
address the national security and humanitarian crisis at the
United States-Mexico border; and be it further
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Congress of the United
States to find a bipartisan solution that will effectively
address the national security and humanitarian crisis taking
place at the United States-Mexico border; and be it further

Governor Wolf and each member of the Congress of the United
States from Pennsylvania.
