A RESOLUTION
Directing the Joint State Government Commission to study the
manner in which charter schools are funded in this
Commonwealth.
WHEREAS, In 1997, the Charter School Law, Article XVII-A of
the act of March 10, 1949 (P.L.30, No.14) known as the Public
School Code of 1949, was enacted, establishing charter schools
in this Commonwealth; and
WHEREAS, Since that time there has been an increasing
recognition and appreciation of the need for greater oversight
of charter schools, including concerns related to funding and
how taxpayer dollars are being utilized by charter schools; and
WHEREAS, Charter schools are public schools that utilize
taxpayer dollars and operate independently from the existing
school district structure without an elected school board
accountable to the local taxpayers; and
WHEREAS, It is incumbent upon public schools and public
officials to be good and faithful stewards of taxpayer dollars;
therefore be it

RESOLVED, That the House of Representatives direct the Joint
State Government Commission to study the manner in which charter
schools are funded in this Commonwealth; and be it further
RESOLVED, That the study include all of the following:
(1) A review of charter school entity financing laws in
operation throughout the United States.
(2) An assessment of the actual cost of educating a
child in a charter school, a regional charter school, a cyber
charter school and a school district or intermediate unit
utilizing cyber classes.
(3) An evaluation of the process by which charter
schools, regional charter schools and cyber charter schools
are funded;
and be it further
RESOLVED, That the Joint State Government Commission shall
include in its study recommendations on all of the following:
(1) Appropriate funding for charter school, regional
charter school and cyber charter school operations.
(2) Appropriate funding for charter school, regional
charter school and cyber charter school facilities and
management;
and be it further
RESOLVED, That the Joint State Government Commission submit
its findings to the General Assembly no later than January 1,
2021.
