A RESOLUTION
Designating the month of October 2019 as "Halloween Safety
Month" in Pennsylvania.
WHEREAS, Parents, neighborhood associations and local
officials must consider child safety when planning, conducting
or participating in Halloween observances; and
WHEREAS, Whether walking or driving, families should preplan
a familiar trick-or-treating route; and
WHEREAS, Traffic safety guidelines and situational awareness
are important as trick-or-treaters navigate streets and
intersections going door-to-door; and
WHEREAS, To make Halloween a happy occasion and ensure that
children stay as safe as possible, families should review
hazards and age-appropriate safety skills; and
WHEREAS, Speeding cars, low visibility and injuries from
sharp objects while pumpkin carving or trick-or-treating are
known hazards; and
WHEREAS, Darting or running into the road and tripping or

falling while wearing a mask or ill-fitting costume are other
known hazards; and
WHEREAS, Children should trick-or-treat in groups, supervised
by a responsible adult; and
WHEREAS, Flashlights or glow sticks and reflective material
on a child's costume increase visibility; and
WHEREAS, Halloween safety includes avoiding open flames and
other heat sources; and
WHEREAS, To avoid risks of tampering and food allergies,
adults must inspect all candy before children can eat any of it;
and
WHEREAS, Awareness of safety risks and precautions is
essential for enjoyable Halloween experiences for children,
families and communities in this Commonwealth; therefore be it
RESOLVED, That the House of Representatives designate the
month of October 2019 as "Halloween Safety Month" in
Pennsylvania.
