A RESOLUTION
Honoring the legacy of Richard "Dick" Anthony Allen as a
standout baseball player and his contributions to the
Philadelphia Phillies and calling for the voters on the
veterans committee to elect Mr. Allen to the National
Baseball Hall of Fame in 2020.
WHEREAS, Richard "Dick" Anthony Allen was born March 8, 1941,
in Wampum, Pennsylvania, and grew up in neighboring Chewton; and
WHEREAS, Upon graduation from Wampum High School in 1960, Mr.
Allen was signed by the Philadelphia Phillies for an estimated
$70,000; and
WHEREAS, Mr. Allen played in multiple levels of the minor
league for a few years where he was exposed to poor racial
relations within the baseball industry in the early 1960s; and
WHEREAS, On September 3, 1963, Mr. Allen was called up from
the minor league to make his major league debut for the Phillies
in Milwaukee, Wisconsin; and
WHEREAS, Mr. Allen remained with the Phillies for six

seasons, making history by hitting an estimated 529-foot home
run that cleared the Coca-Cola® sign in Connie Mack Stadium's
left-center field; and
WHEREAS, Mr. Allen was traded to multiple teams throughout
his career before playing his last game on June 19, 1977, as a
player with the Oakland Athletics; and
WHEREAS, Mr. Allen finished a record-breaking career at 35
years of age with a 0.292 batting average, 351 home runs and
1,119 RBIs; and
WHEREAS, Among his many awards and records, Mr. Allen was
named 1964 National League Rookie of the Year, 1972 American
League Most Valuable Player and an All Star for six seasons; and
WHEREAS, Mr. Allen fell just one vote short of being elected
to the National Baseball Hall of Fame in 2015; therefore be it
RESOLVED, That the House of Representatives honor the legacy
of Richard "Dick" Anthony Allen as a standout baseball player
and his contributions to the Philadelphia Phillies with his
majestic, record-breaking home runs; and be it further
RESOLVED, That the House of Representatives call for the
voters on the veterans committee to elect Mr. Allen to the
National Baseball Hall of Fame in 2020.
