WHEREAS, Ms. Tartaglione won her first Philadelphia citywide
election as commissioner in 1975 and made history as the first
Democratic woman to be elected citywide; and
WHEREAS, Ms. Tartaglione served for 40 years in the
Philadelphia City Commissions Office, mostly as chairperson, the
longest tenure of any commissioner since the office was formed
in the 1850s; and
WHEREAS, During her tenure, Ms. Tartaglione oversaw
Philadelphia City elections and is credited with implementing
computerized voting without a glitch and instituting the policy
of "sunshine meetings" in which the city commissioners are
required to discuss and vote on matters in public; and
WHEREAS, In her decades of public service, Ms. Tartaglione
has received more cumulative votes than anyone in the history of
Philadelphia; and
WHEREAS, Ms. Tartaglione was far ahead of her time as a
strong woman in politics who opened doors for other women to run
for elected office; and
WHEREAS, Ms. Tartaglione was known for her honesty, loyalty
and love for her family and constituents; and
WHEREAS, On July 9, 2019, Ms. Tartaglione passed away due to
respiratory ailments; and
WHEREAS, Ms. Tartaglione is preceded in death by her husband,
Gene "Zip" Tartaglione, to whom she was married for more than 55
years; and
WHEREAS, Together, Marge and Zip had five children: Renee
Tartaglione-Matos, State Senator Christine Tartaglione, Eugene
A. Tartaglione, Jr., Mary Ann Rossi and the late Margaret; and
WHEREAS, In addition to her children, Ms. Tartaglione is
survived by her nine grandchildren and three great-
