A RESOLUTION
Celebrating the 30th anniversary of the Appalachian Region
Independent Power Producers Association and designating the
week of June 10 through 17, 2019, as "ARIPPA - 30 Years of
Producing Environmentally Beneficial Alternative Energy -
Recognition Week" in Pennsylvania.
WHEREAS, In 1989, the Anthracite Region Independent Power
Producers Association was organized as a nonprofit trade
association; and
WHEREAS, In 2017, the organization changed its name to the
Appalachian Region Independent Power Producers Association
(ARIPPA) to recognize that its member plants operate in the
bituminous and anthracite coal regions of Pennsylvania and West
Virginia; and
WHEREAS, The Pennsylvania Department of Environmental
Protection Bureau of Abandoned Mine Reclamation currently
identifies more than 760 coal refuse piles across Pennsylvania,
92 of which are currently burning, covering 8,300 acres of land
and containing more than 220 million tons of coal refuse; and

WHEREAS, ARIPPA represents environmental remediation
companies operating circulating fluidized bed (CFB) electric
generating plants that utilize coal refuse to produce
alternative energy; and
WHEREAS, CFB plants remove polluting coal refuse piles from
abandoned mine land areas, convert it into alternative energy
and beneficially utilize CFB ash to reclaim environmentally
damaged areas back to their natural state; and
WHEREAS, ARIPPA member plants eliminate public health and
safety hazards produced by coal refuse piles, which can
spontaneously combust, emitting ground-level pollutants, leach
acid mine water and other hazardous substances, and are major
sources of land, air and water pollution; and
WHEREAS, ARIPPA member plants in Pennsylvania have
collectively removed and converted more than 230 million tons of
polluting coal refuse into alternative energy; and
WHEREAS, ARIPPA member plants have reclaimed more than 7,000
acres of formerly environmentally damaged, mining-scarred lands
in Pennsylvania; and
WHEREAS, ARIPPA member plants have restored more than 1,200
miles of formerly dead and polluted Pennsylvania streams; and
WHEREAS, ARIPPA member plants have eliminated public safety
hazards, including hundreds of uncontrollably burning coal
refuse fires emitting ground-level pollutants; and
WHEREAS, ARIPPA plant members have employed, directly and
indirectly, thousands of Pennsylvania residents; and
WHEREAS, The communities, lands and streams surrounding these
alternative energy plants have experienced vast environmental
and economic improvements due mainly to the decades of hard work
and dedication these workers and the coal refuse-to-energy

industry have provided; and
WHEREAS, ARIPPA member plants provide a downstream
environmental benefit of improved water quality throughout
Delaware, Susquehanna and Ohio River watersheds; and
WHEREAS, ARIPPA has donated thousands of dollars to various
deserving volunteer watershed and conservancy groups performing
acid mine leakage and acid mine drainage remediation
improvements; and
WHEREAS, The achievements of the industry, both environmental
and economic, deserve recognition by the Commonwealth; therefore
be it
RESOLVED, That the House of Representatives celebrate the
30th anniversary of the Appalachian Region Independent Power
Producers Association and the efforts of its plant members in
producing environmentally beneficial alternative energy; and be
it further
RESOLVED, That the House of Representatives designate the
week of June 10 through 17, 2019, as "ARIPPA - 30 Years of
Producing Environmentally Beneficial Alternative Energy -
Recognition Week" in Pennsylvania.
