A RESOLUTION
Urging the licensing boards and commissions under the Department
of State to review how military education and training may
partially or completely fulfill licensure requirements and to
develop suggested pathways to licensure for active duty
military and veterans.
WHEREAS, The Department of State, Bureau of Professional and
Occupational Affairs, oversees 29 licensing boards and
commissions that together license more than 1 million
Pennsylvanians; and
WHEREAS, There are more than 800,000 veterans living in
Pennsylvania; and
WHEREAS, About 57% of veterans across the United States have
difficulty adjusting to civilian life and 80% do not have a job
when they leave the military; and
WHEREAS, Organizations, including the National Conference of
State Legislatures and the United States Department of Labor,
report that veterans who have training and experience in areas
related to civilian licensure often find that institutions of

higher education and licensing boards may not recognize official
documentation of military training and experience; and
WHEREAS, Over the past few years, several states, including
Oklahoma, New York, Maine, Rhode Island and Vermont, have
considered and enacted legislation to require licensing boards,
under appropriate circumstances, to accept and recognize
military training and experience toward licensure requirements
in related occupations; and
WHEREAS, Pennsylvania should be a national leader in the
effort to ease the transition between military and civilian
life; and
WHEREAS, The House of Representatives recognizes its role in
promoting family-sustaining employment for our brave veterans
who have put their lives on the line to serve our Commonwealth
and our country; therefore be it
RESOLVED, That the House of Representatives urge each of the
licensing boards and commissions under the Department of State,
Bureau of Professional and Occupational Affairs, to review how
military education and training may partially or completely
fulfill licensure requirements, develop suggested pathways to
licensure for veterans and otherwise encourage licensure among
veterans in this Commonwealth; and be it further
RESOLVED, That the licensing boards and commissions under the
Department of State, Bureau of Professional and Occupational
Affairs, be urged to consult and collaborate with the Department
of Defense and the Department of Military and Veterans Affairs
in reviewing how military education and training may partially
or completely fulfill licensure requirements, developing
suggested pathways to licensure for veterans and otherwise
encouraging licensure among veterans in this Commonwealth.
