A RESOLUTION
Designating the month of April 2019 as "The Month of the Young
Child" in Pennsylvania.
WHEREAS, There are approximately 300,000 children from three
to four years of age in this Commonwealth; and
WHEREAS, Studies have shown that by the age of five, a
child's brain is 90% developed, making Pre-K education one of
the most crucial periods of development in a person's life; and
WHEREAS, Access to high-quality early learning educational
programs, such as Pre-K and Head Start, help prepare young
children for a successful educational career; and
WHEREAS, Research has shown that children from low-income
households who receive high-quality early education are more
likely to be prepared for and do better in school, graduate from
high school, have higher intelligence quotients and attend
college than their peers who do not experience a high-quality
early learning program; and

WHEREAS, High-quality early learning programs can help boost
a child's employment opportunities and earning power later in
life; and
WHEREAS, Every one dollar of investment in high-quality early
learning programs provides four dollars of savings and benefits
to this Commonwealth by reducing the need for remedial
education, improving students' potential earning power and
lowering crime and incarceration rates; and
WHEREAS, High-quality early learning programs in this
Commonwealth such as Pre-K Counts, Head Start, Keystone STARS,
Early Intervention Services and evidence-based home visiting are
sound investments that are preparing our youngest children for
success in school and in life; and
WHEREAS, While this Commonwealth has made great strides in
increasing funding for early learning programs in recent years,
only about one in six of Pennsylvania's children aged three to
four are enrolled in a publicly funded, high-quality early
educational program; and
WHEREAS, Children who do not have the chance to attend a
high-quality early learning program miss out on a once-in-a-
lifetime opportunity to develop skills that bear lifelong
benefits; therefore be it
RESOLVED, That the House of Representatives designate the
month of April 2019 as "The Month of the Young Child" in
Pennsylvania and recognize that each child in this Commonwealth
deserves access to high-quality early learning opportunities.
