A RESOLUTION
Recognizing the 4-H organization and annual 4-H Capital Days in
Pennsylvania.
WHEREAS, Early records indicate that the 4-H organization
originated in Mercer County, and the first 4-H club met in the
Mercer County Courthouse under the leadership of Charles G.
McBride; and
WHEREAS, The Smith-Lever Act of 1914 authorizes the joint use
of Federal and state funds for agricultural and home economics
extension work, including work with children in rural areas; and
WHEREAS, As a result of the Smith-Lever Act of 1914, the work
of national 4-H clubs was adopted by land grant colleges; and
WHEREAS, The Pennsylvania State University 4-H Youth Division
of Cooperative Extension is responsible for planning, organizing
and supervising 4-H work throughout this Commonwealth; and
WHEREAS, The Pennsylvania State University 4-H Youth Division

of Cooperative Extension teaches young people about all of the
following:
(1) Community development and citizenship programs on
how to work with adults to become useful citizens.
(2) Consumer education programs.
(3) Opportunities for career exploration.
(4) Leisure education.
(5) Developing various manual skills and essential life
skills;
and
WHEREAS, The 4-H Capital Days is an annual three-day event
designed to teach young people about civic engagement and
provide an arena for them to see how their State government
works first-hand; and
WHEREAS, Participants in 4-H Capital Days attend workshops,
tour the Capitol Building, have a mock legislative session, hear
from various speakers and learn about various topics involving
State government, including all of the following:
(1) How to read a bill.
(2) Engaging in civil discourse.
(3) How to become an advocate.
(4) How to secure voting machines and working the polls
during elections;
therefore be it
RESOLVED, That the House of Representatives recognize the 4-H
organization and the annual 4-H Capital Days in Pennsylvania.
