A RESOLUTION
Providing for the adoption of temporary rules for the House of
Representatives; and establishing a special committee to
study and report on revisions to the Rules of the House of
Representatives for the 2019-2020 session.
RESOLVED, That the permanent Rules of the House of
Representatives for the 2019-2020 session, adopted January 1,
2019, House Resolution No. 1, Printer's No. 1, are hereby made
temporary rules for the 2019-2020 session of the House of
Representatives from the date of the adoption of this resolution
until the session day next succeeding 75 days after the adoption
of this resolution; and be it further
RESOLVED, That a special committee be appointed to study the
current Rules of the House of Representatives; and be it further
RESOLVED, That the Majority Leader, with the approval of the
Speaker, appoint 12 members of the House Republican caucus to
participate as voting members of the special committee, one of
whom shall be designated to serve as cochair of the special

committee; and be it further
RESOLVED, That the Minority Leader appoint 12 members of the
House Democratic caucus to participate as voting members of the
special committee, one of whom shall be designated to serve as
cochair of the special committee; and be it further
RESOLVED, That members of the special committee be appointed
within one week of the adoption of this resolution; and be it
further
RESOLVED, That the special committee at its first meeting
adopt procedures governing the committee's agenda, scheduling
and voting and the participation of public and legislative
interest groups; and be it further
RESOLVED, That each proposed revision to the Rules of the
House of Representatives (2019-2020) require a vote of at least
75% of the members of the special committee; and be it further
RESOLVED, That the special committee submit a final report of
its study and recommendations for revisions to the Rules of the
House of Representatives (2019-2020) to the House of
Representatives within 60 days of the date of the adoption of
this resolution; and be it further
RESOLVED, That the House of Representatives act on the report
and recommendations of the special committee and a resolution
containing revisions to the Rules of the House of
Representatives (2019-2020), consistent with ensuring the
opportunity of all members of the House of Representatives to
participate in the legislative process and the promotion of
effective, efficient and transparent legislative action.
