AN ACT
Amending Title 72 (Taxation and Fiscal Affairs) of the
Pennsylvania Consolidated Statutes, providing for preliminary
provisions, for taxation, for fiscal affairs and for
Commonwealth agency employees.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 72 of the Pennsylvania Consolidated
Statutes is amended by adding parts to read:

10002. Definitions.
§ 10001. Short title of chapter.
This chapter shall be known and may be cited as the Truth in
Budgeting Act.
§ 10002. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:
" Commonwealth agency." Any department, board, commission or
office of the executive branch under the policy supervision and
control of the Governor.
" Independent agency." Any department, board, commission or
office of the executive branch which is not under the policy
supervision or control of the Governor. The term includes:
(1) The Treasury Department.
(2) The Department of the Auditor General.
(3) The Office of Attorney General.
"Secretary." The Secretary of the Commonwealth.

Governor's office.
10012. Salaries or costs associated with employees of
Commonwealth agencies.
10013. Duties of secretary.
§ 10011. Salaries or costs associated with employees of
Governor's office.
The Governor's office may not impose a fee, charge or other
assessment on a Commonwealth agency or an independent agency to
pay the salary or costs associated with an employee of the
Governor's office for services rendered by the Governor's office
on behalf of a Commonwealth agency or independent agency.
§ 10012. Salaries or costs associated with employees of
Commonwealth agencies.
A Commonwealth agency may not impose a fee, charge or other
assessment on another Commonwealth agency or an independent
agency to pay the salary or costs associated with an employee of
the Commonwealth agency for services rendered on behalf of the
other Commonwealth agency or independent agency.
§ 10013. Duties of secretary.
No later than 30 days after the effective date of this
section, the s ecretary shall provide the following information
to the President pro tempore of the Senate and the Speaker of
the House of Representatives:
(1) The total number of employees of each Commonwealth
agency, including the costs associated with the employees.
(2) The total amount of money from augmentation

appropriations received by Commonwealth agencies from other
Commonwealth agencies to pay for the costs associated with
employees of the Commonwealth agencies.
(3) The current funding for general government
operations funding for each Commonwealth agency.
Section 2. This act shall take effect in 60 days.
