AN ACT
Providing for the designation of the lawn of the Speaker K.
Leroy Irvis Office Building within the Pennsylvania State
Capitol Complex in Harrisburg as the "Irvis Equality Circle."
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Purposes.
The purposes of this act are to celebrate:
(1) The 150th anniversary of the ratification of the
15th Amendment to the Constitution of the United States,
which was ratified on February 3, 1870, and which prohibits
the Federal Government and any state from denying a citizen
the right to vote on the basis of race, color or previous
condition of servitude.
(2) The 100th anniversary of the ratification of the
19th Amendment to the Constitution of the United States,
which was ratified August 18, 1920, and which prohibits the
Federal Government and any state from denying a citizen the
