A SUPPLEMENT
To the act of May 29, 2020 (P.L. , No.1A), entitled "An act to
provide appropriations from the General Fund for the expenses
of the Executive, Legislative and Judicial Departments of the
Commonwealth, the public debt and the public schools for the
fiscal year July 1, 2020, to June 30, 2021, and for the
payment of bills incurred and remaining unpaid at the close
of the fiscal year ending June 30, 2020; to provide
appropriations from special funds and accounts to the
Executive and Judicial Departments for the fiscal year July
1, 2020, to June 30, 2021, and for the payment of bills
remaining unpaid at the close of the fiscal year ending June
30, 2020; to provide for the appropriation of Federal funds
to the Executive and Judicial Departments for the fiscal year
July 1, 2020, to June 30, 2021, and for the payment of bills
remaining unpaid at the close of the fiscal year ending June
30, 2020; and to provide for the additional appropriation of
Federal and State funds to the Executive and Judicial
Departments for the fiscal year July 1, 2019, to June 30,
2020, and for the payment of bills incurred and remaining
unpaid at the close of the fiscal year ending June 30, 2019,"
adding a Federal appropriation to the Department of Labor and
Industry for the fiscal year July 1, 2020, to June 30, 2021.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
PART I
GENERAL PROVISIONS
Section 101. Short title.

This act shall be known and may be cited as the COVID-19
Emergency Supplement to the General Appropriation Act of 2020.
Section 102. Definitions.
The definitions in the act of May 29, 2020 (P.L. , No.1A),
known as the General Appropriation Act of 2020, shall apply to
this act.
Section 103. Abbreviations.
(a) General rule.--The abbreviations in the act of May 29,
2020 (P.L. , No.1A), known as the General Appropriation Act of
2020, shall apply to this act.
(b) Special abbreviation.--The following abbreviation when
used in this act shall have the meaning given to it in this
section unless the context clearly indicates otherwise:
"COVID" or "COVID-19." Coronavirus disease 2019, also
referred to as 2019-nCoV acute respiratory disease.
Section 104. Federal appropriation.
The sum specified in this act, or as much thereof as may be
necessary, is specifically appropriated from the COVID-19
Response Restricted Account in the State Treasury to the
Department of Labor and Industry for the payment of salaries,
wages or other compensation and travel expenses of the duly
appointed officers and employees of the Commonwealth, for the
payment of fees for contractual services rendered, for the
purchase or rental of goods and services and for payment of any
other expenses, as provided by law or by this act, necessary for
the proper conduct of the duties, functions and activities and
for the purposes specified in this act for the current fiscal
year and for the payment of bills incurred and remaining unpaid
at the close of the prior fiscal year.

FEDERAL APPROPRIATION FOR CURRENT FISCAL YEAR
SUBPART A
GENERAL PROVISIONS
Section 201. Construction with the General Appropriation Act of
2020.
The appropriation contained in this part shall be in addition
to any appropriation under the act of May 29, 2020 (P.L. ,
No.1A), known as the General Appropriation Act of 2020.
SUBPART B
EXECUTIVE DEPARTMENT
Section 211. Department of Labor and Industry.
The following Federal amount
is appropriated from the COVID-
19 Response Restricted Account
to the Department of Labor and
Industry for the current fiscal
year: FEDERAL STATE
(1) "COVID Relief - For
transfer to the Service and
Infrastructure Improvement
Fund."
This appropriation shall be
used for eligible uses under
section 301.9(c)(1) and (2) of
the act of December 5, 1936
(2nd Sp.Sess., 1937 P.L.2897,
No.1), known as the
Unemployment Compensation Law,
which are necessary to serve

individuals who are suffering
from employment or business
interruptions due to COVID-19-
related business closures:

PART III
MISCELLANEOUS PROVISIONS
Section 301. Lapse of appropriation.
(a) General rule.--The appropriation under this act shall
automatically lapse as of December 31, 2020.
(b) Transfer required.--Any money transferred to the Service
and Infrastructure Improvement Fund from the appropriation under
this act which remains unspent and unencumbered as of December
31, 2020, shall lapse to the COVID-19 Response Restricted
Account.
Section 302. Applicability.
(a) General rule.--Except as otherwise provided in section
301 and subsection (b), the provisions of the act of May 29,
2020 (P.L. , No.1A), known as the General Appropriation Act of
2020, shall apply to this act.
(b) Retroactivity.--This act shall be retroactive to July 1,
2020.
Section 303. Effective date.
This act shall take effect immediately.
