AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in motorcycles, further providing for motorcycle
safety education program.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 7911 of Title 75 of the Pennsylvania
Consolidated Statutes is amended by adding subsections to read:
ยง 7911. Motorcycle safety education program.

(c) Operation during Governor's 20200319 TWW COVID-19
Business Closure Order.--The department shall, within 30 days of
the effective date of this subsection, enter into a contractual
agreement with a third-party entity to permit the continuation
of motorcycle safety courses for the purpose of fulfilling the
motorcycle safety education program as outlined within this
section.
(d) Waiver.--The Secretary of Community and Economic
Development shall immediately issue a waiver of the Governor's

entity awarded the department's contract outlined in subsection
(c) and which complies with the department's mitigation
requirements in subsection (e).
(e) Mitigation factors.--The department shall require that
the awarded third-party contractor adhere to the social
distancing practices and other mitigation measures defined by
the Centers for Disease Control and Prevention to individuals
and to mitigate the spread of the COVID-19 virus. The
department, at its discretion, shall decide the duration in
which it stipulates that the third-party contractor adhere to
the mitigation requirements outlined in this subsection.
Section 2. This act shall take effect immediately.
