AN ACT
Amending the act of April 9, 1929 (P.L.177, No.175), entitled
"An act providing for and reorganizing the conduct of the
executive and administrative work of the Commonwealth by the
Executive Department thereof and the administrative
departments, boards, commissions, and officers thereof,
including the boards of trustees of State Normal Schools, or
Teachers Colleges; abolishing, creating, reorganizing or
authorizing the reorganization of certain administrative
departments, boards, and commissions; defining the powers and
duties of the Governor and other executive and administrative
officers, and of the several administrative departments,
boards, commissions, and officers; fixing the salaries of the
Governor, Lieutenant Governor, and certain other executive
and administrative officers; providing for the appointment of
certain administrative officers, and of all deputies and
other assistants and employes in certain departments, boards,
and commissions; providing for judicial administration; and
prescribing the manner in which the number and compensation
of the deputies and all other assistants and employes of
certain departments, boards and commissions shall be
determined," in Commonwealth budget procedures, providing for
report of appropriated funds.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of April 9, 1929 (P.L.177, No.175), known
as The Administrative Code of 1929, is amended by adding a
section to read:
Section 626. Report of Appropriated Funds.--(a)

Commonwealth agencies shall report the amount of appropriated
funds which the agency committed or obligated in each of the ten
(10) months preceding the end of the fiscal year. The report
shall be provided to:
(1) The Governor.
(2) The Secretary of the Budget.
(3) The State Treasurer.
(4) Members of the General Assembly.
(b) Commitments and obligations made by a Commonwealth
agency during the covered period shall not exceed the monthly
average of commitments and obligations made by the agency in the
months preceding the covered period.
(c) Each Commonwealth agency shall report an itemized list
of commitments and obligations made by the Commonwealth agency
during the covered period which shall be posted on the publicly
accessible Internet website of the Governor's Budget Office.
Obligations and commitments reported under this section shall:
(1) Include the line item from which the obligation or
commitment was made by the agency.
(2) Compare, with numeric and visual representations, the
amount of commitments and obligations made by the Commonwealth
agency during the covered period to the commitments and
obligations made by the agency during the covered period of the
preceding five (5) fiscal years.
(d) As used in this section:
"Commonwealth agency." As follows:
(1) An agency of the executive branch under the policy
direction and supervision of the Governor.
(2) An agency of the legislative branch.
(3) An agency of the judicial branch.

(4) An independent board or commission.
Section 2. This act shall take effect in 60 days.
