AN ACT
Amending Title 18 (Crimes and Offenses) of the Pennsylvania
Consolidated Statutes, in sexual offenses, further providing
for female mutilation.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 3132 of Title 18 of the Pennsylvania
Consolidated Statutes is amended by adding subsections to read:
ยง 3132. Female mutilation.

(d.1) Additional penalty.--In addition to any other penalty
provided by law, the professional license of a physician found
guilty of an offense under this section shall be permanently
revoked upon conviction.
(d.2) Civil action.--The following shall apply:
(1) In addition to any other cause of action provided
under law, an individual who is a victim of female mutilation
may bring a civil action against any person that participated
in the female mutilation of the individual in the court of
common pleas of the county where the individual resides or

where any of the alleged violations of this section occurred.
(2) Notwithstanding any other law, an individual shall
bring a civil action under paragraph (1) within six years.
(d.3) Education and outreach.--The following shall apply:
(1) The Department of Health shall develop educational
training and outreach opportunities regarding female
mutilation for at-risk communities, as determined by the
Department of Health.
(2) The educational training developed under paragraph
(1) shall assist the following professionals to identify and
address female mutilation:
(i) Law enforcement officers.
(ii) Social workers.
(iii) Teachers.
(iv) Guidance counselors.
(v) Any other individual identified by the
Department of Health.

Section 2. This act shall take effect in 60 days.
