AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in licensing of drivers, providing for accelerated
school bus endorsement program.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 75 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
§ 1509.1. Accelerated school bus endorsement program.
(a) General rule.--The department shall establish a program
by which the department may issue an endorsement to operate a
school bus to commercial drivers through an accelerated process.
The department shall develop the minimum standards and
promulgate regulations necessary to implement the accelerated
process within 180 days of the effective date of this section.
(b) Eligibility.--An individual is not eligible for the
program under subsection (a) unless the individual holds a
commercial driver's license issued under section 1606 (relating
to requirement for commercial driver's license) in accordance

with the requirements of section 1607 (relating to commercial
driver's license qualification standards).
(c) Federal approval.--Within one year from the effective
date of this subsection, the department shall submit a proposal
to the Federal Motor Carrier Safety Administration for approval
of the program under subsection (a) to ensure the Commonwealth
does not violate the Commercial Motor Vehicle Safety Act of 1986
(Title XII of Public Law 99-570, 49 U.S.C. § 31302 et. seq).
Upon receipt of the approval by the Federal Motor Carrier Safety
Administration, the department shall transmit notice of the
approval to the Legislative Reference Bureau for publication in
the Pennsylvania Bulletin.
Section 2. This act shall take effect as follows:
(1) The following provisions shall take effect
immediately:
(i) This section.
(ii) The addition of 75 Pa.C.S. § 1509.1(c).
(2) The remainder of this act shall take effect upon the
publication of the notice under 75 Pa.C.S. § 1509.1(c).
