AN ACT
Amending Title 42 (Judiciary and Judicial Procedure) of the
Pennsylvania Consolidated Statutes, in matters affecting
government units, further providing for definitions and for
governmental immunity generally.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 8501 of Title 42 of the Pennsylvania
Consolidated Statutes is amended by adding a definition to read:
§ 8501. Definitions.
The following words and phrases when used in this chapter
shall have, unless the context clearly indicates otherwise, the
meanings given to them in this section:

"Local government unit." Any political subdivision,
municipal or other local authority. The term shall include a
land bank as defined in 68 Pa.C.S. § 2103 (relating to
definitions).
Section 2. Section 8541 of Title 42 is amended to read:
§ 8541. Governmental immunity generally.

(a) Injury to person.--Except as otherwise provided in this
subchapter, no local agency shall be liable for any damages on
account of any injury to a person or property caused by any act
of the local agency or an employee thereof or any other person.
(b) Adverse possession.--No local government unit in this
Commonwealth may be subject to a claim of adverse possession for
any real property owned by the local government unit.
Section 3. This act shall take effect in 60 days.
