AN ACT
Prohibiting the use of taxpayer funds for inmate gender-
confirmation surgery and hormone therapy.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Inmate Sex
Change Prevention Act.
Section 2. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Gender-confirmation surgery." Any of the several surgical
procedures that transgender persons may undergo in order to
obtain the physical characteristics that match their gender
identity.
"Inmate." A person committed to a term of imprisonment or
otherwise confined under the custody of the Commonwealth in a

State correctional institution.
Section 3. Prohibition and costs.
(a) Prohibition.--No expenditure for an inmate's gender-
confirmation surgery or hormone therapy shall be made by the
Department of Corrections or any other Commonwealth agency,
directly or indirectly, from money appropriated, executively
authorized or otherwise made available from the General Fund or
a special fund that is comprised of money collected by a tax
imposed by the Commonwealth or other revenues or receipts
received by the Commonwealth from taxpayers.
(b) Costs.--Notwithstanding any provision of law to the
contrary, if gender-confirmation surgery or hormone therapy is
approved or recommended by the medical provider of an inmate
diagnosed with gender dysphoria, the inmate shall be responsible
for the payment of all costs associated with the gender-
confirmation surgery or hormone therapy.
Section 4. Effective date.
This act shall take effect in 60 days.
