AN ACT
Amending Titles 53 (Municipalities Generally) and 66 (Public
Utilities) of the Pennsylvania Consolidated Statutes, in
transportation network companies, further providing for
distinctive signage; and, in transportation network service,
further providing for licensure requirements and for
transportation network company drivers.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 57A10(a) of Title 53 of the Pennsylvania
Consolidated Statutes is amended to read:
§ 57A10. Distinctive signage.
(a) Display.--A personal vehicle used to provide
transportation network service shall display consistent and
distinctive signage at all times while the driver is providing
transportation network service. The distinctive signage shall be
sufficiently large and color contrasted as to be readable from
the front and rear of the vehicle during daylight hours at a
distance of at least 50 feet and to identify a particular
vehicle associated with a particular transportation network
company. The distinctive signage shall also be illuminated,

reflective or otherwise clearly readable and visible during
nighttime hours as to identify a particular vehicle associated
with a particular transportation network company prior to a
passenger entering a vehicle. Acceptable forms of distinctive
signage shall include, but are not limited to, symbols or signs
on vehicle windshields, doors, roofs or grilles. Magnetic or
other removable distinctive signage is acceptable. A
transportation network company shall file an illustration of
their distinctive signage with the authority. The authority may
not require signage that is different than that approved by the
Pennsylvania Public Utility Commission. If the Pennsylvania
Public Utility Commission does not approve a form of distinctive
signage, the authority may make the designation.

Section 2. Sections 2604.1(b)(14) and 2605(b)(8) of Title 66
are amended to read:
§ 2604.1. Licensure requirements.

(b) Requirements.--An applicant seeking a license under this
section must do all of the following as a condition of receipt
and maintenance of a license:

(14) Provide to transportation network company drivers a
placard or decal for the vehicle that has been approved by
the commission. The decal shall be displayed at [any time]
all times while the driver is logged on to the digital
network or is providing a prearranged ride under this
chapter. The placard or decal shall identify a particular
vehicle associated with a particular transportation network
company and be:

(i) Sufficiently large and color contrasted to be
readable during daylight hours at a distance of at least
50 feet.
(ii) Illuminated, reflective or otherwise clearly
readable and visible during nighttime hours prior to a
passenger entering a vehicle.
§ 2605. Transportation network company drivers.

(b) Requirements for transportation network company
drivers.--A transportation network company driver must:

(8) Display a commission-approved removable placard or
decal provided by the transportation network company on the
[automobile at any time] vehicles at all times while the
driver is logged on to the digital network or is offering or
providing a prearranged ride under this chapter. Placards,
decals or other markings must be clearly distinguishable to
identify that a particular vehicle is associated with a
particular transportation network company [and], be
sufficiently large and color contrasted to be readable during
daylight hours at a distance of at least 50 feet[.] and be
illuminated, reflective or otherwise clearly readable and
visible during nighttime hours prior to a passenger entering
a vehicle.

Section 3. This act shall take effect in 60 days.
