Section 2. Section SECTIONS 4941(D)(1) AND 4968(a.1)(1) and
(3), (a.2)(5) and (b) of Title 75 are amended to read:
§ 4941. MAXIMUM GROSS WEIGHT OF VEHICLES.

(D) NATURAL GAS AND ELECTRIC VEHICLES.--
(1) NOTWITHSTANDING ANY OTHER PROVISION OF LAW, A
VEHICLE THAT IS OPERATED BY AN ENGINE FUELED PRIMARILY BY
COMPRESSED OR LIQUEFIED NATURAL GAS OR AN ELECTRIC VEHICLE
MAY EXCEED THE GROSS VEHICLE WEIGHT LIMITS IMPOSED UNDER THIS
SECTION BY AN AMOUNT, NOT TO EXCEED A MAXIMUM OF 2,000
POUNDS, THAT IS EQUAL TO THE DIFFERENCE BETWEEN THE WEIGHT OF
THE VEHICLE ATTRIBUTABLE TO THE NATURAL GAS TANK AND FUELING
SYSTEM OR THE BATTERY OR BATTERY PACK CARRIED BY THE VEHICLE
AND THE WEIGHT OF A COMPARABLE DIESEL TANK AND FUELING
SYSTEM.

§ 4968. Permit for movement during course of manufacture.
(a.1) General rule.--An annual permit may be issued
authorizing movement on specified highways of:
(1) boats, trailers, mobile homes, modular housing units
and undercarriages, helicopters, [hot ingots, a hot box,]
basic oxygen furnace lances, railway equipment and rails or
other articles, vehicles or combinations which exceed the
maximum height, width or length specified in Subchapter B
(relating to width, height and length) while they are in the
course of manufacture and under contract with or under the
direct control of the manufacturer, provided that they do not
exceed the maximum weight specified in Subchapter C (relating
to maximum weights of vehicles) unless they also qualify
under paragraph (3);
