AN ACT
Designating the bridge, identified as Bridge Key 52896, on that
portion of Pennsylvania Route 924 over the Shenandoah Creek
in the Borough of Shenandoah, Schuylkill County, as the
Edward Kleha Memorial Bridge.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Edward Kleha Memorial Bridge.
(a) Findings.--The General Assembly finds and declares as
follows:
(1) Edward Kleha lived a life of service to the
residents of Schuylkill County and this Commonwealth.
(2) Born July 6, 1951, Mr. Kleha was the son of the late
Edward F. "Duds" and Mary Rose Kleha of Shenandoah.
(3) Mr. Kleha attended Annunciation BVM Elementary
School, Shenandoah Catholic High School and Cardinal Brennan
High School, where he graduated in 1969.
(4) Mr. Kleha attended Lehigh Carbon Community College,

where he played basketball.
(5) Prior to his passing, Edward Kleha was Chief of
Staff to Representative Goodman for 15 years and worked at
Hexcel Corporation prior to holding that position.
(6) Mr. Kleha was passionate about politics and active
in the Schuylkill County Democratic Party.
(7) Mr. Kleha started his political career as the tax
collector for Shenandoah in the 1990s and became chairman of
the Schuylkill County Democratic Party for 12 years.
(8) Prior to his passing, Mr. Kleha was the chairman of
the Schuylkill County Housing Authority and served on the
board of directors for the Schuylkill Chamber of Commerce,
the Schuylkill Chamber of Commerce Transportation and
Government Affairs Committee and the Schuylkill Economic
Development Corporation. Mr. Kleha was also a member of the
Democratic State Committee.
(9) Mr. Kleha was a social member of the Polish American
Fire Company and a member of the Shenandoah Fish and Game
Club, the Knights of Columbus and the Elks Lodge and was a
founding member of the Rodbenders Fishing Club, Inc.
(10) Mr. Kleha was a devout Catholic and a member of
Divine Mercy Parish in Shenandoah.
(11) Mr. Kleha was a descendant of Father Walter J.
Ciszek and was honored to have served as an altar boy at
Father Ciszek's first mass at St. Casimir's Church in
Shenandoah after he returned home from being imprisoned in
Russia.
(12) Mr. Kleha passed away on March 8, 2018.
(13) Mr. Kleha dedicated his life to helping others and
was a strong advocate for Schuylkill County.

(b) Designation.--The bridge, identified as Bridge Key
52896, located on that portion of Pennsylvania Route 924 over
the Shenandoah Creek in the Borough of Shenandoah, Schuylkill
County, is designated the Edward Kleha Memorial Bridge.
(c) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the bridge to
traffic in both directions on the bridge.
Section 2. Effective date.
This act shall take effect in 60 days.
