AN ACT
Amending Title 25 (Elections) of the Pennsylvania Consolidated
Statutes, in voter registration, providing for update of
voter signature.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 25 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 1331. Update of voter signature.
(a) Signature update authorized.--Notwithstanding any other
law or regulation to the contrary, a registered elector may
update the signature on file in the SURE system by completing a
new voter registration application and submitting the
application to the commission in the county where the registered
elector resides in accordance with the requirements of this
chapter.
(b) Notification.--The department and each commission shall:
(1) Include in correspondence concerned with voter

registration, other than postcard notifications and notices
relating to eligibility, mailed to registered electors
information regarding when, where and how to update the
registered elector's signature, including how to obtain a
voter registration application.
(2) Provide on the publicly accessible Internet websites
maintained by a commission, the county election board and the
department information on how a registered elector can update
voter registration records maintained by the county or the
Commonwealth.
(c) Absentee ballots.--All signature updates for use in
verifying absentee ballots must be received by the appropriate
supervisor of elections no later than the date established for
the acceptance of absentee ballots. The signature on that date
is the signature that shall be used in verifying the signature
on the absentee ballot.
(d) Publication of notice.--At least once during each
primary and general election cycle, but no later than 90 days
before the date of the general election, each commission shall
publish in a newspaper of general circulation or other newspaper
in the county deemed appropriate by the county election board a
notice specifying when, where and how a registered elector may
update the registered elector's signature, including information
on how to obtain a voter registration application.
Section 2. This act shall take effect immediately.
