AN ACT
Amending the act of April 9, 1929 (P.L.177, No.175), entitled
"An act providing for and reorganizing the conduct of the
executive and administrative work of the Commonwealth by the
Executive Department thereof and the administrative
departments, boards, commissions, and officers thereof,
including the boards of trustees of State Normal Schools, or
Teachers Colleges; abolishing, creating, reorganizing or
authorizing the reorganization of certain administrative
departments, boards, and commissions; defining the powers and
duties of the Governor and other executive and administrative
officers, and of the several administrative departments,
boards, commissions, and officers; fixing the salaries of the
Governor, Lieutenant Governor, and certain other executive
and administrative officers; providing for the appointment of
certain administrative officers, and of all deputies and
other assistants and employes in certain departments, boards,
and commissions; providing for judicial administration; and
prescribing the manner in which the number and compensation
of the deputies and all other assistants and employes of
certain departments, boards and commissions shall be
determined," in Commonwealth budget procedures, further
providing for transmission of budget information to the
General Assembly.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 619 of the act of April 9, 1929 (P.L.177,
No.175), known as The Administrative Code of 1929, is amended by
adding a subsection to read:

Section 619. Transmission of Budget Information to the
General Assembly.--* * *
(a.1) (1) After December 1 and no later than the date of
the Governor's briefing under subsection (a), the Secretary of
the Budget shall evaluate the official revenue estimate for the
fiscal year in comparison to year-to-date revenue collections
and updated projections of collections for the remainder of the
fiscal year and shall project the difference between the
official revenue estimate for the fiscal year and the year-to-
date revenue collections plus updated projections of collections
for the remainder of the fiscal year. The Secretary of the
Budget shall provide documentation of the projection under this
paragraph to the chairperson and minority chairperson of the
Appropriations Committee of the Senate and the chairperson and
minority chairperson of the Appropriations Committee of the
House of Representatives.
(2) If the Secretary of the Budget projects that the updated
projection of actual revenue collections for the fiscal year
will be less than the official revenue estimate for the fiscal
year , the Secretary of the Budget shall disapprove or reduce
amounts under section 615 from the departments, boards and
commissions to which section 615 applies in an amount equal to
the projected difference.
(3) After the revenue conference under section 608-B, the
Secretary of the Budget shall revise the projection of the
difference under clause (1) and shall ensure that the amounts
disapproved or reduced under clause (2) are no less than the
revised estimate of the difference under clause (1), at least
once per month until the end of the fiscal year.

Section 2. This act shall take effect July 1, 2019, or
immediately, whichever is later.
