AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in powers of department and local authorities,
providing for a pilot program to place speed humps in school
zones.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 75 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 6130. Speed humps in school zones pilot program.
(a) Establishment.--The department shall establish and
administer a pilot program to place speed humps, speed tables,
speed cushions or speed pillows within a school zone.
(b) Components.--The following shall apply to the pilot
program:
(1) A minimum of one school zone within a school
district, located in each of the following, shall be selected
from:
(i) a county of the first class;
(ii) a county of the second class;

(iii) a county of the second class A;
(iv) a county of the third class;
(v) a county of the fourth class;
(vi) a county of the fifth class;
(vii) a county of the sixth class;
(viii) a county of the seventh class; and
(ix) a county of the eighth class.
(2) The pilot program shall be administered in
accordance with section 6122 (relating to authority to erect
traffic-control devices).
(c) Report.--Not later than December 31, 2020, the
department shall submit a report to the General Assembly that
includes:
(1) the effectiveness of the speed humps, speed tables,
speed cushions or speed pillows in slowing traffic within
school zones;
(2) the number of motor vehicle accidents and related
serious injuries and deaths in all school zones where the
program operated;
(3) a cost-benefit analysis of the program; and
(4) departmental recommendations.
Section 2. This act shall take effect in 60 days.
