prescribed by the department in the year in which the
applicant has applied for the identification card.
(2) The department may require additional documentation
to verify the homeless status of an applicant.
(3) For the purposes of this subsection, the term
"homeless" shall have the meaning given to it in section 103
of the McKinney-Vento Homeless Assistance Act (Public Law
100-77, 42 U.S.C. § 11302).
(b.2) Reduced-cost identification card for an individual in
poverty.--The department shall issue an identification card at a
reduced cost to an individual who is ten years of age or older,
who is a member of a household in poverty and who has made
application for the identification card in the manner as the
department shall prescribe. The following shall apply:
(1) The reduced cost of the identification card shall be
one-half of the full cost of an identification card as
prescribed by the department in the year in which the
applicant has applied for the identification card.
(2) The department may require additional documentation
to verify an applicant's poverty status.
(3) For the purposes of this subsection, the term
"poverty" shall mean a household with total income at or
below the poverty guideline, adjusted for household size, as
published annually by the United States Department of Health
and Human Services in the Federal Register.
(b.3) Reduced-cost identification card for a disabled
individual.--The department shall issue an identification card
at a reduced cost to an individual who is ten years of age or
older, who is considered disabled as described in section
1338(a) (relating to person with disability plate and placard)
