AN ACT
Abolishing numerous State authorities, boards, commissions,
committees, councils and representatives; and making related
repeals.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. State authorities, boards, commissions, committees,
councils and representatives abolishment.
The following State authorities, boards, commissions,
committees, councils and representatives, as established by law,
are abolished:
(1) The Advisory Committee on Probation within the
Pennsylvania Board of Probation and Parole.
(2) The Industrial Resource Center Strategic Advisory
Board within the Department of Community and Economic
Development.
(3) The joint committee to review the cost-of-living
supplements under 24 Pa.C.S. § 8348 (relating to supplemental

annuities) and 71 Pa.C.S. § 5708 (relating to supplemental
annuities).
(4) The Pennsylvania Public Television Network
Commission.
(5) The Public Television Broadcasting Advisory Council.
(6) The Pennsylvania Quality Leadership Awards Council.
(7) The Small Business Advocacy Council within the
Department of Community and Economic Development.
(8) The Tobacco Use Prevention and Cessation Advisory
Committee within the Department of Health.
(9) THE LEGISLATIVE REPRESENTATIVE FOR COLLECTIVE
BARGAINING APPOINTED UNDER 71 PA.C.S. § 2205 (RELATING TO
LEGISLATIVE REPRESENTATION FOR COLLECTIVE BARGAINING).
Section 2. Repeals.
Repeals are as follows:
(1) The General Assembly declares that the repeals under
paragraph (2) are necessary to effectuate the provisions of
this act.
(2) The following acts and parts of acts are repealed:
(i) As much as reads "the Pennsylvania Public
Television Network Commission," in section 207.1(d)(4) of
the act of April 9, 1929 (P.L.177, No.175), known as The
Administrative Code of 1929.
(ii) The last sentence of section 523 523(A) of the
act of March 10, 1949 (P.L.30, No.14), known as the
Public School Code of 1949.
(iii) The act of November 20, 1968 (P.L.1075,
No.329), referred to as the Public Television Network
System Law.
(iv) Section 3 of the act of December 18, 1979

(P.L.566, No.130), entitled "An act amending Titles 24
(Education) and 71 (State Government) of the Pennsylvania
Consolidated Statutes, further providing for a cost-of-
living increase to annuitants."
(v) The act of November 24, 1992 (P.L.732, No.111),
known as the Pennsylvania Quality Improvement Act.
(vi) Chapter 7 of the act of June 27, 1996 (P.L.403,
No.58), known as the Community and Economic Development
Enhancement Act.
(vii) The definition of "advisory board" in section
2 and sections 9 and 10 of the act of June 22, 2001
(P.L.400, No.31), known as the Industrial Resources
Center Partnership Act.
(viii) The following provisions of the act of June
26, 2001 (P.L.755, No.77), known as the Tobacco
Settlement Act:
(A) The definition of "committee" in section
702.
(B) As much as reads "in consultation with the
committee" in section 704(2).
(C) Section 705.
(ix) 61 Pa.C.S. § 6123 (relating to advisory
committee).
(x) 71 Pa.C.S. § 2205 (relating to legislative
representation for collective bargaining).
Section 3. Effective date.
This act shall take effect in 60 days.
