AN ACT
Providing for the Manufacturing and Apprenticeship Grant
Program; imposing powers and duties on the Department of
Community and Economic Development; freezing certain funds
for programs; and making an appropriation.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Manufacturing
and Apprenticeship Grant Program Act.
Section 2. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Applicant." A manufacturing business located in this
Commonwealth.
"Department." The Department of Community and Economic
Development of the Commonwealth.
"Program." The Manufacturing and Apprenticeship Grant

Section 3. Manufacturing and Apprenticeship Grant Program.
(a) Establishment.--The Manufacturing and Apprenticeship
Grant Program is established and shall be administered by the
department. The purpose of the program shall be to issue grants
to promote manufacturing training that transition to careers
across this Commonwealth.
(b) Application.--In order to apply for a grant, an
applicant must submit a written grant application to the
department in a manner prescribed by the department. The
application shall include the following information:
(1) A detailed description of how the grant would be
used, including any private sector participation.
(2) Other information that the department may require.
(c) Limitation.--An applicant may seek grant funding of up
to $2,000 for each apprentice employed under an apprenticeship
agreement registered with the Office of Apprenticeship within
the United States Department of Labor.
(d) Publication and notice.--The department shall publish
notice of the program's availability in the Pennsylvania
Bulletin.
(e) Department action.--The following apply:
(1) The department shall review the application and,
within 60 days of receipt of an application, approve or
disapprove the application. An application which has not been
approved or disapproved by the department within the 60-day
period shall be deemed approved.
(2) In reviewing grant applications, the department
shall consider all of the following:
(i) Whether the project proposed to be funded is

authorized by this act.
(ii) Whether the application submitted under
subsection (b) complies with this act.
(iii) Other criteria that the department considers
relevant.
(3) In establishing grant priorities and leveraging
other work force development, education and economic
development investments, the department shall consult with
the Department of Labor and Industry, the Department of
Education and other applicable State work force agencies.
(f) Award of grants.--The department may issue a grant award
to approved applicants for projects that support high-tech
manufacturing, technical programs and education agencies to
develop new or enhance existing training programs that align
with the industry's work force needs throughout this
Commonwealth.
Section 4. Previously appropriated funds and appropriation.
(a) Funds previously appropriated.--State funds appropriated
for the following programs, and not encumbered by the effective
date of this section, may not be encumbered and shall remain in
the General Fund to effectuate this act:
(1) Pennsylvania First Program.
(2) Opportunity Grant Program.
(3) Infrastructure Development Program.
(b) Appropriation.--The sum of $5,000,000, or as much
thereof as may be necessary, is hereby appropriated to the
department from the funds specified under subsection (a) to
carry out the provisions of this act.
Section 5. Effective date.
This act shall take effect immediately.
