AN ACT
Amending Title 58 (Oil and Gas) of the Pennsylvania Consolidated
Statutes, in development, further providing for use of safety
devices.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 3219 of Title 58 of the Pennsylvania
Consolidated Statutes is amended to read:
ยง 3219. Use of safety devices.
(a) General rule.--Any person engaged in drilling an oil or
gas well shall equip it with casings of sufficient strength, and
other safety devices as are necessary, in the manner prescribed
by regulation of the department, and shall use every effort and
endeavor effectively to prevent blowouts, explosions and fires.
(b) Steel product requirement.--The following shall apply:
(1) Any casings or other safety devices as are necessary
under this section which require the use of steel products
shall only use steel products produced in the United States.
(2) This section shall apply to casings or other safety

devices added on or after the effective date of this section.
(3) As used in this subsection, the term "steel
products" shall have the same meaning as defined in section 6
of the act of March 3, 1978 (P.L.6, No.3), known as the Steel
Products Procurement Act.
Section 2. This act shall take effect in 60 days.
