A RESOLUTION
Urging the Congress of the United States to revisit the Healthy,
Hunger-Free Kids Act of 2010 to allow students the
flexibility to choose their beverages and healthy foods they
consume.
WHEREAS, Hunger is a reality for many students, with one in
six children in this Commonwealth experiencing severe hunger;
and
WHEREAS, Research states that three out of four teachers say
that some of their students regularly come to school hungry; and
WHEREAS, We are still fighting hunger in our children while a
multitude of food is being wasted; and
WHEREAS, On average 30.5 million lunches are served daily
across the nation; and
WHEREAS, Schools across the nation waste an estimated $1.2
billion of food each year; and
WHEREAS, With the Healthy, Hunger-Free Kids Act of 2010 in
effect, students must take a certain number of items, including

a fruit or vegetable; and
WHEREAS, The schools must serve the same size meals to
kindergartners, for whom the lunch may be too large, and older
students, for whom the lunch may not be large enough; and
WHEREAS, Research shows many students were taking the
required healthier options and throwing them into the trash; and
WHEREAS, Food waste increased by 56% after the enactment of
the Healthy, Hunger-Free Kids Act of 2010; and
WHEREAS, One of the major items wasted is milk; and
WHEREAS, We recognize the nutritional role that milk plays in
helping school-age children grow and develop to their full
potential; and
WHEREAS, Milk is a major source of nine essential vitamins
and minerals in a child's diet; and
WHEREAS, Most children and adolescents consume on average
only about half of the recommended daily amount of dairy foods;
and
WHEREAS, It is in our best interest to promote the health of
our student population by encouraging and promoting consumption
of milk in schools; and
WHEREAS, It is necessary for individual schools and school
districts to determine which milk fat varieties to offer their
students; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Congress of the United
States to revisit the Healthy, Hunger-Free Kids Act of 2010 to
allow students the flexibility to choose their beverages and
healthy foods they consume; and be it further
RESOLVED, That copies of this resolution be transmitted to
the President of the United States, the presiding officers of
