A RESOLUTION
Recognizing March 22, 2018, as "World Water Day" in Pennsylvania
in conjunction with the 2018 "World Water Day" international
observance designated by the General Assembly of the United
Nations.
WHEREAS, Access to water is a fundamental human need; and
WHEREAS, Safe drinking water, sanitation and hygiene prevent
disease and save children's lives; and
WHEREAS, Water scarcity and water shortages impact billions
of lives worldwide; and
WHEREAS, In developing countries, where water collection can
consume 25% of the day, 1.3 billion people are gaining access to
safe drinking water through initiatives of the United Nations
and other global entities; and
WHEREAS, Public and private entities across all continents
must pursue unified water conservation work and continued
investment in water infrastructure to make further progress; and
WHEREAS, The first "World Water Day" observance stemmed from

the 1992 United Nations Conference on Environment and
Development; and
WHEREAS, The 2018 "World Water Day" observance is focusing on
nature-based solutions to the water challenges the world faces
in the 21st century; and
WHEREAS, The theme for 2018 "World Water Day" is "Nature for
Water"; and
WHEREAS, The central message for this year's celebration is
that nature-based solutions, including planting trees to
replenish forests, reconnecting rivers to floodplains and
restoring wetlands, forests and grasslands, are sustainable and
cost-effective ways to rebalance the water cycle, mitigate the
effects of climate change and improve human health and
livelihoods; and
WHEREAS, Nature-based solutions can produce benefits beyond
water-related services, such as providing biomass for energy
production, improving biodiversity and creating recreational
spaces and job opportunities; and
WHEREAS, Countries around the world will hold panel
discussions, forums, family events, cleanup events, rafting and
kayaking trips, expositions, festivals and contests to celebrate
"World Water Day," explore innovative nature-based solutions and
recognize the precious resource on which all living creatures
depend; and
WHEREAS, The House of Representatives affirms that clean
water resources are essential to maintaining human health and
environmental integrity, alleviating poverty and hunger and
instituting global sustainable development; and
WHEREAS, The House of Representatives notes that water
quantity, water quality and equal access to water resources

positively impacts homes and workplaces and drives socioeconomic
transformation; therefore be it
RESOLVED, That the House of Representatives recognize March
22, 2018, as "World Water Day" in Pennsylvania in conjunction
with the 2018 "World Water Day" international observance
designated by the General Assembly of the United Nations.
