A RESOLUTION
Recognizing December 3, 2017, as "International Day of Persons
with Disabilities" in Pennsylvania to raise awareness of the
goal of full and equal enjoyment of human rights and
participation in society by persons with disabilities.
WHEREAS, More than 1 billion people or 15% of the world's
population are living with disabilities; and
WHEREAS, Persons with disabilities face physical, social and
economic barriers that make it challenging for them to fully
participate as equal members of society; and
WHEREAS, Following decades of work by the United Nations to
change attitudes and approaches to disability, the international
disability movement achieved an extraordinary advance in 2006
with the adoption of the Convention on the Rights of Persons
with Disabilities; and
WHEREAS, On September 23, 2013, the General Assembly of the
United Nations convened a high-level meeting on disability and
