A RESOLUTION
Recognizing the month of October 2017 as "Cybersecurity
Awareness Month" in Pennsylvania.
WHEREAS, The use of the Internet in Pennsylvania to
communicate, conduct business or generate commerce that benefits
the overall Pennsylvania economy, is ubiquitous; and
WHEREAS, Many people use the Internet in Pennsylvania to
communicate with family and friends, manage finances and pay
bills, access educational opportunities, shop at home,
participate in online entertainment and games and stay informed
of news and current events; and
WHEREAS, Pennsylvania small businesses, which employ a
significant fraction of the private workforce, increasingly rely
on the Internet to manage their businesses, expand their
customer reach and enhance the management of their supply chain;
and
WHEREAS, Nearly all public schools in Pennsylvania have

Internet access to enhance children's education, with a
significant percentage of instructional rooms connected to the
Internet to enhance children's education by providing access to
educational online content and encouraging self-initiative to
discover research resources; and
WHEREAS, The number of children who connect to the Internet
continues to rise, and teaching children of all ages to become
good cyber-citizens through safe, secure and ethical online
behaviors and practices is essential to protect their computer
systems and potentially their physical safety; and
WHEREAS, The growth and popularity of social networking
websites has attracted millions of Pennsylvania residents,
providing access to a range of valuable services, making it all
the more important to teach users of all ages how to avoid
potential threats like cyber bullies, predators and identity
thieves users may come across while using these services; and
WHEREAS, Cybersecurity is a critical part of Pennsylvania
state security and economic security; and
WHEREAS, Pennsylvania critical infrastructures and economy
rely on the secure and reliable operation of information
networks to support the Commonwealth, energy,
telecommunications, financial services, transportation, health
care and emergency response systems; and
WHEREAS, Internet users and information infrastructure owners
and operators face an increasing threat of malicious crime and
fraud attacks through viruses, worms, ransomware, Trojans, bots,
phishing and unwanted programs including spyware, adware,
hacking tools and password stealers, that are frequent and fast
in propagation, are costly to repair and may disable entire
systems; and

WHEREAS, Millions of records containing personally
identifiable information have been lost, stolen or breached,
threatening the security and financial well-being of residents
of this Commonwealth; and
WHEREAS, Consumers face significant financial and personal
privacy losses due to personally identifiable information being
more exposed to theft and fraud than ever before; and
WHEREAS, National and State organizations, policymakers,
government agencies, private sector companies, nonprofit
institutions, schools, academic organizations, consumers and the
media recognize the need to increase awareness of cybersecurity
and the need for enhanced cybersecurity in Pennsylvania; and
WHEREAS, Coordination between the numerous state agencies
involved in cybersecurity efforts is essential to securing the
cyber infrastructure of Pennsylvania; and
WHEREAS, Since 2003, the United States Department of Homeland
Security has recognized the month of October as "National
Cybersecurity Awareness Month," highlighting a collaborative
effort between government and industry to ensure every American
has the resources they need to stay safer and more secure
online; therefore be it
RESOLVED, That the House of Representatives recognize the
month of October 2017 as "Cybersecurity Awareness Month" in
Pennsylvania; and be it further
RESOLVED, That the House of Representatives support the goals
and ideals of "National Cybersecurity Awareness Month" as
designated by the National Cybersecurity Alliance, the Multi-
State Information Sharing and Analysis Center, the United States
Department of Homeland Security and other organizations working
to improve cybersecurity in the United States and Pennsylvania;

and be it further
RESOLVED, That the House of Representatives continue to work
with Federal and State agencies, businesses, educational
institutions and other organizations to enhance the state of
cybersecurity in Pennsylvania; and be it further
RESOLVED, That the House of Representatives direct
individuals, families, businesses, State agencies, educational
institutions and other organizations in Pennsylvania to consult
the Governor's Cybersecurity Guide, accessible at
https://www.pa.gov/guides/cybersecurity/; and be it further
RESOLVED, That the House of Representatives encourage
Pennsylvania residents to review and participate in the
cybersecurity awareness weekly themes designated by the United
States Department of Homeland Security as follows: October 2
through 6 Simple Steps to Online Safety, October 9 through 13
Cybersecurity in the Workplace is Everyone's Business, October
16 through 20 Today's Predictions for Tomorrow's Interests,
October 23 through 27 The Internet Wants YOU: Consider a Career
in Cybersecurity, October 30 and 31 Protecting Critical
Infrastructure from Cyber Threats.
