A RESOLUTION
Encouraging school districts in this Commonwealth to participate
in the Preamble Challenge on September 18, 2017.
WHEREAS, This year marks the 230th anniversary of the signing
of the Constitution of the United States; and
WHEREAS, The Constitution of the United States was drafted by
the Founding Fathers as the preeminent document establishing the
system of democracy for our nation; and
WHEREAS, In 2004, Senator Robert C. Byrd of West Virginia
included key provisions in the Consolidated Appropriations Act
of Fiscal Year 2005 designating September 17 of each year as
"Constitution Day"; and
WHEREAS, On "Constitution Day," public schools and
governmental offices are required to provide educational
programs about the Constitution of the United States; and
WHEREAS, "Constitution Day" is being celebrated on September
18, 2017; and

WHEREAS, In order to attain a better understanding of the
Constitution of the United States, the Preamble Challenge
provides students with the opportunity to use each of the 52
words in the Preamble to the Constitution of the United States
for various creative expressions; therefore be it
RESOLVED, That the House of Representatives encourage school
districts in this Commonwealth to participate in the Preamble
Challenge on September 18, 2017.
