A RESOLUTION
Opposing efforts to block grant funding or reduce the
Supplemental Nutrition Assistance Program (SNAP) which would
prevent the program from responding efficiently and
effectively to changes in the economy and personal
circumstances faced by individual beneficiaries and
supporting efforts to ensure that charitable giving
incentives benefiting nonprofits are protected in any tax
reform effort.
WHEREAS, More than 1.8 million Pennsylvanians struggle with
hunger and food insecurity; and
WHEREAS, Most Americans experience food insecurity at some
point during their life, often due to unforeseen circumstances,
such as household poverty, job loss, inadequate employment
hours, divorce or health issues; and
WHEREAS, Hunger negatively impacts the ability of children to
learn, lowers worker productivity and jeopardizes the health of
senior citizens; and
WHEREAS, Federal law permits a tax deduction for allowable
contributions to tax exempt charitable organizations; and
WHEREAS, Residents of this Commonwealth care deeply about the

problem of hunger, generously supporting the charitable food
network represented by Feeding Pennsylvania and Hunger-Free
Pennsylvania; and
WHEREAS, The General Assembly funds the State Food Purchase
Program and the Pennsylvania Agricultural Surplus System and
allocates tax credits to charitable food donors through the
Neighborhood Assistance Program; and
WHEREAS, Pennsylvanians rely on the Federal food and
nutrition programs as a foundation for our State and local
governments' antihunger efforts; and
WHEREAS, SNAP is the first line of defense against hunger,
helping more than 14% of Pennsylvanians buy groceries every
month and removing more than 13% of households out of poverty;
and
WHEREAS, The Emergency Food Assistance Program provides vital
support to food banks and other charities in their efforts to
help feed the most vulnerable Pennsylvanians; and
WHEREAS, The Commodity Supplemental Food Program provides
boxes of specified foods to thousands of low-income Pennsylvania
senior citizens; therefore be it
RESOLVED, That the House of Representatives oppose efforts to
block grant funding or reduce the Supplemental Nutrition
Assistance Program (SNAP) which would prevent the program from
responding efficiently and effectively to changes in the economy
and personal circumstances faced by individual beneficiaries and
supporting efforts to ensure that charitable giving incentives
benefiting nonprofits are protected in any tax reform effort.
