AN ACT
Amending Title 74 (Transportation) of the Pennsylvania
Consolidated Statutes, in scenic highways, further providing
for designation of certain State routes as scenic byways.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 8301 of Title 74 of the Pennsylvania
Consolidated Statutes is amended to read:
§ 8301. Designation of certain State routes as scenic byways.
(a) General rule.--Because of their outstanding scenic,
historic, natural, recreational and archeological
characteristics and qualities and because of opportunities for
economic development and tourism and for conservation of the
outstanding qualities, the following are designated as scenic
byways and are subject to the provisions of 23 U.S.C. § 131
(relating to control of outdoor advertising):
(1) State Route 476, commonly known as the Blue Route.
(2) State Route 711 from the Conemaugh River to Jones
Mills continuing along Routes 711/381 south to Normalville

and along Route 381 to the State line of West Virginia,
commonly referred to as the Laurel Highlands Scenic Byway.
(3) [State Route 40 from the border of Pennsylvania and
Maryland to the border of Pennsylvania and West Virginia,
commonly referred to as the National Road.] The National Road
from the border of Pennsylvania and Maryland to the border of
Pennsylvania and West Virginia, which is primarily concurrent
with U.S. Route 40, as the National Road existed when first
constructed. It is the intent of this paragraph to designate
the original National Road and not any rerouted portion of
U.S. Route 40. The designation includes, but is not limited
to:
(i) Old Forty Road in Addison Township, Somerset
County, beginning at U.S. Route 40 Segment 0140 Offset
1348, running for approximately one mile to the point
where Old Forty Road reconnects with U.S. Route 40 at
Segment 0120 Offset 2264.
(ii) Main Street in Addison Borough and continuing
into Addison Township, Somerset County, beginning at U.S.
Route 40 Segment 0070 Offset 2000, running for
approximately two miles to the point where Main Street
reconnects with U.S. Route 40 at Segment 0030 Offset
2287.
(iii) State Route 8008, Segment 0500 in its entirety
(the westbound U.S. Route 40 off-ramp), in Fayette
County, running through portions of South Union Township
and North Union Township, to State Route 2040.
(iv) State Route 2040 in its entirety, also known as
U.S. Business Route 40, in Fayette County, beginning at
Segment 0090 Offset 1435, running through portions of

South Union Township, North Union Township and the City
of Uniontown (East and West Main Street) for
approximately four miles to the point where State Route
2040 reconnects with U.S. Route 40 Segment 0270 Offset
1535.
(v) National Pike East in Fayette County, running
through portions of Redstone Township, Brownsville
Township and Brownsville Borough, beginning at U.S. Route
40 Segment 0106 Offset 2059 and running for approximately
three miles to the point where National Pike East
reconnects with U.S. Business Route 40 at Segment
0020/0021 Offset 0000 (Market Street).
(vi) National Pike East in Fayette County, running
through portions of Brownsville Township and Brownsville
Borough, beginning at U.S. Route 40 Segment 0011 Offset
0707, continuing to State Route 8002 Segment 0500 (Third
Avenue), turning left onto State Route 4035 Segment 23
(Spring Street), continuing to State Route 4035 (Market
Street), turning right onto State Route 4025 (Bridge
Street), continuing to State Route 2067 (Bridge
Boulevard) in West Brownsville Borough, Washington
County, turning left onto State Route 2089 Segment
0080/0081 Offset 0342 (Blaine Hill Road and Old National
Pike), continuing to State Route 2048 (Old National Pike)
running through West Brownsville Borough, California
Borough and Centerville Borough, to the point where State
Route 2048 reconnects with U.S. Route 40 at Segment 0760
Offset 2453.
(vii) Old National Pike in Centerville Borough,
Washington County, beginning at U.S. Route 40 Segment

0720 Offset 3439, turning right onto Pennsylvania Route
481 Segment 0010 in its entirety, continuing on Old
National Pike to Emery Road to the point where Emery Road
reconnects to U.S. Route 40 Segment 0690 Offset 0867.
(viii) State Route 1083 in the City of Washington,
Washington County, beginning at U.S. Route 40 Segment
0370 Offset 0110, turning right onto State Route 1083
(South Main Street), turning left onto West Chestnut
Street, running through portions of the City of
Washington, North Franklin Township and Canton Township,
continuing to Old National Pike, connecting to U.S. Route
40 Segment 0340 Offset 1670, crossing under Interstate
70, exiting State Route 40 Segment 0311 Offset 1720,
turning left onto State Route 3010 (Old National Pike) in
its entirety, to the point where State Route 3010
reconnects to U.S. Route 40 Segment 2090 Offset 1396.
(ix) State Route 3024 in Washington County, running
through portions of Donegal Township, beginning at U.S.
Route 40 Segment 0110 Offset 3445 to Old National Pike
for approximately five miles to State Route 3023 Segment
70, continuing Main Street to the West Virginia Line.
(b) Effect of designation.--No outdoor advertising device,
as defined in section 3 of the act of December 15, 1971
(P.L.596, No.160), known as the Outdoor Advertising Control Act
of 1971, may be erected:
(1) within 660 feet of the nearest edge of the right-of-
way; or
(2) more than 660 feet from the nearest edge of the
right-of-way, outside of urban areas, if the sign is visible
from the main-traveled way of the scenic byway and the

purpose of the sign is that its message be read from the
main-traveled way of the scenic byway, except:
(i) the official signs and notices which are
required or authorized by law and which conform to the
national standards promulgated by the Secretary of
Transportation of the United States pursuant to 23 U.S.C.
§ 131 [(relating to control of outdoor advertising)];
(ii) outdoor advertising devices advertising the
sale or lease of the real property upon which they are
located;
(iii) outdoor advertising devices advertising
activities conducted on the property on which they are
located, including devices which display a message that
may be changed at reasonable intervals by electronic
process or remote control; and
(iv) directional signs, including, but not limited
to, signs pertaining to natural wonders, scenic and
historical attractions and other points of interest to
the traveling public which conform to the national
standards promulgated by the Secretary of Transportation
of the United States pursuant to 23 U.S.C. § 131.
Section 2. This act shall take effect in 60 days.
