AN ACT
Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An
act to consolidate, editorially revise, and codify the public
welfare laws of the Commonwealth," in public assistance,
providing for prohibition of cash assistance extensions.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of June 13, 1967 (P.L.31, No.21), known
as the Human Services Code, is amended by adding a section to
read:
Section 432.25. Prohibition of Cash Assistance Extensions.--
(a) Except as provided under subsection (b), the department may
not approve an extension of cash benefits under the Temporary
Assistance for Needy Families program in excess of forty-eight
cumulative months of assistance during a recipient's lifetime.
(b) The following shall be exempted from the prohibition
under subsection (a):
(1) An individual who is diligently participating in a work
activity and who has been unable to obtain employment due to

significant employment barriers and demonstrates a valid need
for more time.
(2) A teen parent who is diligently participating in a work
activity and who needs an exemption for twenty-four months of
eligibility after receipt of a high school diploma or equivalent
program.
(3) An individual who is a victim of domestic violence that
delayed or affected the individual's work participation.
(4) A minor child of a work eligible family if the time
limit termination of benefits under subsection (a) would result
in the child being placed into emergency shelter or foster care.
(5) An individual who has a disability which precludes
employment on a long-term basis.
(6) An individual who is a caretaker of a disabled family
member living in the household.
Section 2. This act shall take effect in 60 days.
