AN ACT
Amending the act of April 9, 1929 (P.L.177, No.175), entitled,
as amended, "An act providing for and reorganizing the
conduct of the executive and administrative work of the
Commonwealth by the Executive Department thereof and the
administrative departments, boards, commissions, and officers
thereof, including the boards of trustees of State Normal
Schools, or Teachers Colleges; abolishing, creating,
reorganizing or authorizing the reorganization of certain
administrative departments, boards, and commissions; defining
the powers and duties of the Governor and other executive and
administrative officers, and of the several administrative
departments, boards, commissions, and officers; fixing the
salaries of the Governor, Lieutenant Governor, and certain
other executive and administrative officers; providing for
the appointment of certain administrative officers, and of
all deputies and other assistants and employes in certain
departments, boards, and commissions; providing for the
regulation of pari-mutuel thoroughbred horse racing and
harness horse racing activities, imposing certain taxes and
providing for the disposition of funds from pari-mutuel
tickets; and prescribing the manner in which the number and
compensation of the deputies and all other assistants and
employes of certain departments, boards and commissions shall
be determined," in Commonwealth budget procedures, providing
for compulsory budget hearings.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of April 9, 1929 (P.L.177, No.175), known
as The Administrative Code of 1929, is amended by adding a

section to read:
Section 626. Compulsory Budget Hearings.--(a) If
comprehensive companion spending and revenue bills are not
introduced in the General Assembly by June 19th of each fiscal
year, the following individuals or their designees shall
participate in compulsory daily public hearings on the State
budget in the State Capitol Complex in accordance with
subsection (b) until the spending and revenue bills are both
introduced:
(1) The Governor.
(2) The Lieutenant Governor.
(3) The State Treasurer.
(4) The Secretary of Revenue of the Commonwealth.
(5) The Auditor General.
(6) The Director of the Independent Fiscal Office.
(7) The President pro tempore of the Senate.
(8) The Majority Leader of the Senate.
(9) The Minority Leader of the Senate.
(10) The Majority and Minority Chairmen of the
Appropriations Committee of the Senate.
(11) The Majority Whip of the Senate.
(12) The Minority Whip of the Senate.
(13) The Majority and Minority caucus chairmen of the
Senate.
(14) The Majority and Minority Policy Committee chairmen of
the Senate.
(15) The Speaker of the House of Representatives.
(16) The Majority Leader of the House of Representatives.
(17) The Minority Leader of the House of Representatives.
(18) The Majority and Minority Chairmen of the

Appropriations Committee of the House of Representatives.
(19) The Majority Whip of the House of Representatives.
(20) The Minority Whip of the House of Representatives.
(21) The Majority and Minority caucus chairmen of the House
of Representatives.
(22) The Majority and Minority Policy Committee chairmen of
the House of Representatives.
(b) At least twenty-four (24) hours prior to the start of
the hearing required under subsection (a), a memorandum shall be
posted on the General Assembly's publicly accessible Internet
website addressing the budget status and concerns and
suggestions regarding the budget from each executive branch
attendee and from each of the four legislative caucuses. Each
hearing required under subsection (a) shall be at least two (2)
hours long and shall be broadcast on the General Assembly's
publicly accessible Internet website.
Section 2. This act shall take effect in 60 days.
