AN ACT
Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An
act to consolidate, editorially revise, and codify the public
welfare laws of the Commonwealth," in public assistance,
further providing for verification system.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 432.23 of the act of June 13, 1967
(P.L.31, No.21), known as the Human Services Code, is amended by
adding subsections to read:
Section 432.23. Verification System.--* * *
(b.1) Benefits may not be approved or continued for an
individual who is:
(1) Receiving or attempting to receive medical assistance
under a deceased individual's Social Security number.
(2) Receiving or attempting to receive medical assistance
using a fraudulent Social Security number or a Social Security
number that does not belong to the individual.

(c.1) The department shall establish a method to be used no
less than once each calendar month to cross-reference the
department's roster of recipients with the death records
information maintained by the Social Security Administration and
the Department of Health. A recipient who is found to have a
death record shall be subject to an immediate cancellation of
benefits, including the deactivation of the individual's benefit
card if no one in the household is receiving benefits in
connection with the recipient and upon certification that the
identity of the recipient matches the identity of the person
named in the death certificate.

Section 2. This act shall take effect in 60 days.
