AN ACT
Providing for the establishment of a searchable job openings
public Internet website.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Pennsylvania
State Job Openings Website Act.
Section 2. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Commonwealth agency." Any office, department, authority,
board, multistate agency or commission of the executive branch,
an independent agency or a State-affiliated entity. The term
shall include the following:
(1) The Governor's Office.
(2) The Office of Attorney General.

(3) The Department of the Auditor General.
(4) The Treasury Department.
(5) An organization established by the Constitution of
Pennsylvania, a statute or an executive order which performs
or is intended to perform an essential government function.
(6) A judicial agency or legislative agency.
"Department." The Office of Administration.
"PAStatejobs." A publicly accessible and searchable Internet
website that shall include a database of job openings in
accordance with this act.
Section 3. Searchable database.
(a) Development.--No later than July 1, 2018, the department
shall develop, implement and maintain PAStatejobs.
(b) Postings.--Each Commonwealth agency shall post all
available job openings on PAStatejobs.
(c) Maintenance.--The department may contract with a third
party to develop, implement or maintain PAStatejobs, which shall
include a counter to show the number of times the database has
been accessed.
Section 4. Available job postings.
(a) Job openings.--A posting for a job opening on
PAStatejobs shall include at least the following:
(1) The job title.
(2) The date the job is available.
(3) The deadline for applying for the job.
(4) The required work experience.
(5) The required education.
(6) A brief description of the position.
(7) The salary or wage information and applicable
benefits.

(8) How to apply for the position.
(9) The name and contact information of the person to
whom inquiries may be directed.
(10) The name and address of the Commonwealth agency
posting the job advertisement.
(b) Advertisement elsewhere allowed.--Nothing in this
section shall preclude a Commonwealth agency from advertising a
job opening in addition to the method provided under this act.
Section 5. Access.
(a) Free service.--The Internet website hosting PAStatejobs
may not charge a member of the public to search for available
job postings.
(b) Search function.--The search function on PAStatejobs
shall allow a member of the public to query the database by any
of the following:
(1) Name of the local government unit.
(2) Job title.
(3) Relevant date.
(4) Keyword.
(5) Distance.
(6) Location.
(c) Subscription.--PAStatejobs shall allow an individual to
subscribe to receive an automatic electronic notice sent to an
e-mail address of the subscriber when a posted job opening meets
the subscriber's established criteria.
Section 6. Administration.
(a) Requirement.--A Commonwealth agency shall cooperate with
the department in submitting or in uploading the data as
required under this act.
(b) Accuracy.--A Commonwealth agency shall be responsible

for verifying the accuracy and completeness of information
submitted or uploaded to PAStatejobs as required under this act.
Section 7. Report to General Assembly.
(a) Report.--The department shall prepare an annual report
containing statistical information on the usage and performance
of PAStatejobs, which shall include frequency of user access.
(b) Submission.--The report shall be submitted to the
Majority Leader and the Minority Leader of the Senate and the
Majority Leader and the Minority Leader of the House of
Representatives by January 1, 2019, and January 1 of each
subsequent year.
Section 8. Effective date.
This act shall take effect immediately.
