AN ACT
Providing for a psychiatric and detoxification bed registry.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Psychiatric
and Detoxification Bed Registry Act.
Section 2. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Bed registry." The psychiatric and detoxification bed
registry established under this act.
"Department." The Department of Human Services of the
Commonwealth.
"Facility." An inpatient psychiatric hospital licensed to
provide acute care.
"Licensed provider." A hospital-based detoxification or

rehabilitation treatment program licensed to provide care for
substance use disorder or a licensed nonhospital residential
detoxification facility.
Section 3. Registry.
(a) Development.--The department shall develop and
administer an Internet-based psychiatric and detoxification bed
registry to collect, aggregate and display information about
available beds in public and private inpatient psychiatric
facilities and licensed detoxification and rehabilitation
facilities for the treatment of individuals in need of inpatient
psychiatric hospitalization or detoxification.
(b) Contents.--The bed registry shall include, but not be
limited to, the following:
(1) Descriptive information for facilities and licensed
providers in this Commonwealth, including contact information
for the facilities and licensed providers.
(2) Real-time information regarding the number of beds
available at a facility or licensed provider and, for each
available bed, the type of patient that may be admitted, the
level of security provided and other information that may be
necessary to allow for the identification of appropriate
facilities and licensed providers for the treatment of
individuals in need of psychiatric care or detoxification.
(3) A search function to identify available beds that
are appropriate for the treatment of individuals experiencing
a mental health or substance abuse emergency.
(c) Participation requirement.--A facility and licensed
provider shall participate in the bed registry established under
this act and shall designate an employee to submit information
for inclusion in the bed registry. The designated employee shall

serve as a point of contact for addressing requests for
information related to data reported to the bed registry. The
information reported to the bed registry shall be updated daily.
(d) Facility requirements.--In order to be eligible to
access the registry, a facility or licensed provider must:
(1) submit information specified under subsection (b) to
the bed registry, including providing daily real-time
information under subsection (b); or
(2) arrange for the facility's or licensed provider's
contact information to be monitored and accessed at any time
in accordance with the department's regulations promulgated
under section 4.
(e) Private contracting.--The department may enter into a
contract with a private entity for the development and
administration of the bed registry.
Section 4. Regulations.
The department shall promulgate regulations necessary to
implement this act.
Section 5. Effective date.
This act shall take effect in 60 days.
