AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in certificate of title, further providing for
transfer to or from manufacturer or dealer.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1113(a) of Title 75 of the Pennsylvania
Consolidated Statutes is amended and the section is amended by
adding a subsection to read:
ยง 1113. Transfer to or from manufacturer or dealer.
(a) Transfer to manufacturer or dealer.--[When] Except as
otherwise provided under subsection (a.1), when the purchaser or
transferee of a vehicle is a manufacturer or registered dealer
who holds the vehicle for resale, a certificate of title need
not be applied for as provided for in section 1111 (relating to
transfer of ownership of vehicle), but the transferee shall,
within seven days from the date of assignment of the certificate
of title to the manufacturer or dealer, forward to the
department, upon a form prescribed and furnished by the
department, notification of the acquisition of the vehicle.

Notification in lieu of applying for a certificate of title as
authorized in this section may not be used in excess of [three]
four consecutive transactions after which time an application
shall be made for a certificate of title. Notwithstanding the
foregoing, a transferee of a motor vehicle shall apply for a
certificate of title no later than six months from the date of
the assignment.
(a.1) Transfer of out-of-state vehicle from dealer to
dealer.--Notwithstanding subsection (a), the following shall
apply to a transfer of an out-of-state vehicle from a registered
dealer to another registered dealer:
(1) Except as otherwise provided under paragraph (2), if
a registered dealer holds the vehicle for sale and transfers
the vehicle to another registered dealer who holds the
vehicle for sale, the transferring dealer, without applying
for a new certificate of title, shall execute an assignment
of title to the transferee dealer in the manner and on the
form that the department requires.
(2) If the certificate of title held by the transferring
dealer does not contain an open dealer reassignment section,
or has already been used to reassign the vehicle four times
or more, the transferring dealer shall apply to the
department for issuance of a certificate of title.
(3) If a certificate of title is not required to be
obtained by a transferring dealer under paragraph (2), the
transferee dealer must apply for a certificate of title no
later than six months from the date of the assignment of the
certificate of title.

Section 2. This act shall take effect in 180 days.
