AN ACT
Amending the act of December 20, 1985 (P.L.457, No.112),
entitled "An act relating to the right to practice medicine
and surgery and the right to practice medically related acts;
reestablishing the State Board of Medical Education and
Licensure as the State Board of Medicine and providing for
its composition, powers and duties; providing for the
issuance of licenses and certificates and the suspension and
revocation of licenses and certificates; provided penalties;
and making repeals," providing for opioid prescribing
curriculum.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of December 20, 1985 (P.L.457, No.112),
known as the Medical Practice Act of 1985, is amended by adding
a section to read:
Section 23.1. Opioid prescribing curriculum.
(a) General rule.--Beginning January 1, 2017, the State
Board of Medicine shall implement a safe opioid prescribing
curriculum in medical colleges and other medical training
facilities offering or desiring to offer medical training. The

curriculum shall be offered in medical colleges and medical
training facilities at least every three years.
(b) Curriculum.--The curriculum shall include all of the
following:
(1) Current, age-appropriate information relating to
pain management.
(2) Multimodal treatments for chronic pain that minimize
the use of opioids.
(3) When opioids are indicated, instruction on safe
methods of prescribing opioids that follow guideline-based
care.
(4) Identification of patients who have risk factors for
developing problems with prescription opioids.
(5) Training on managing substance abuse disorders as a
chronic disease.
(c) Funding.--State funding of medical colleges and medical
training facilities shall be contingent on implementation of the
safe opioid prescribing curriculum in conjunction with
regulations adopted by the board.
Section 2. This act shall take effect in 60 days.
